Job description

Program Manager (Master)

QBE, LLC is seeking an experienced Program Manager (Master) to lead and oversee comprehensive information security support services for the National Institutes of Health, Office of the Director, Office of Information Technology (NIH/OD-OIT).

This position is primarily remote but will require some TDY.

Responsibilities include:

  • Providing overall program leadership, management, and oversight for cybersecurity support activities.
  • Serving as the primary interface between QBE, government leadership, and program stakeholders.
  • Managing program scope, schedule, staffing, resources, risks, deliverables, and performance.
  • Coordinating activities across Governance, Risk, and Compliance; Security Operations and Engineering; and Security Awareness and Training functions.
  • Establishing program priorities and ensuring work is aligned with customer mission requirements.
  • Monitoring contract performance, service levels, deliverables, milestones, and quality standards.
  • Leading recurring program reviews, status meetings, and executive briefings.
  • Identifying program risks, issues, dependencies, and corrective actions.
  • Developing and maintaining program management plans, schedules, reports, and performance metrics.
  • Ensuring appropriate staffing levels and allocation of personnel across technical and operational functions.

Minimum qualifications include:

  • An associate degree in cybersecurity, information technology, computer science, information systems, business, communications, or a related field, or an additional two or more years of relevant experience in place of the degree requirement.
  • At least 10 years of relevant experience aligned to the responsibilities of this position.
  • Demonstrated experience managing complex federal IT or cybersecurity programs.
  • Experience managing multidisciplinary technical teams and multiple concurrent workstreams.
  • Strong understanding of cybersecurity program operations and federal information security environments.
  • Experience managing schedules, risks, deliverables, staffing, and customer relationships.
  • Ability to communicate effectively with senior government and corporate leadership.
  • CompTIA Security+ certification.
  • Project Management Professional (PMP) certification.
  • ITIL Foundation certification.
  • Ability to obtain and maintain the required federal background investigation, Public Trust determination, or security clearance associated with the position.

Preferred qualifications include:

  • Bachelor's or master's degree in a related discipline.
  • Experience managing cybersecurity programs within HHS, NIH, or another federal civilian agency.
  • Experience supporting enterprise security operations, GRC, cloud security, or security engineering programs.
  • Experience with federal contract performance management and reporting.

Physical requirements include:

  • Ability to remain in a stationary position for extended periods while working at a computer.
  • Ability to communicate effectively through virtual and in-person meetings.
  • Ability to perform duties in an office, remote, or hybrid environment based on program requirements.

The projected compensation range for this position is $130,000.00 - $145,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories.
