Job Title: Senior IT Program Manager V (Critical Infrastructure & Grid Telecom)
Role Overview
We are seeking a highly sophisticated and technically grounded Senior IT Program Manager (Level V) to spearhead a high-priority, critical infrastructure network modernization program. In this strategic role, you will take absolute ownership of an accelerated deployment strategy, planning, and multi-site execution to replace legacy TDM/SONET multiplexer networks with next-generation IP/MPLS and Carrier Ethernet hardware platforms across dozens of active operational facility sites.
The ideal candidate possesses deep expertise in utility-grade telecommunications migrations. You will ensure seamless transition velocities and zero downtime for high-availability protection and control circuits, while strictly adhering to public utility regulations and grid safety standards.
Key Responsibilities
Fast-Track Program Governance
  • Velocity Management: Drive an aggressive, high-visibility program schedule, establishing daily site/circuit migration tracking frameworks, critical path milestones, and field execution cadences.
  • Resource Optimization: Direct resource allocation and workforce balancing across internal network engineers, deployment field technicians, and dedicated project managers.
  • Risk & Logistics Mitigation: Proactively isolate, track, and mitigate complex deployment risks, focusing heavily on hardware supply chain bottlenecks, asset distribution, and tight, time-sensitive maintenance windows.

Utility Infrastructure & Technical Oversight
  • Migration Lifecycle: Manage the multi-phased lifecycle of decommissioning legacy SONET rings while maintaining continuously active, parallel grid teleprotection systems.
  • Traffic Integration: Coordinate with engineering leads to ensure next-gen network migration designs seamlessly support time-sensitive operational technology (OT) traffic, including SCADA protocols, teleprotection, and differential relaying.
  • Synchronization Validation: Partner with systems architects to validate hardware packet configurations, ensuring strict compliance with substation timing, latency constraints, and synchronization requirements.

Regulatory Governance & Compliance
  • Regulatory Alignment: Guarantee that all physical network modifications, critical hardware provisioning, and system configurations comply fully with NERC CIP standards and public utility commissions mandates.
  • Change Governance: Enforce rigorous technical change management protocols to ensure all deployment documentation matches required regulatory audit trails.

Qualifications & Requirements
Minimum Qualifications
  • Education: Bachelor's degree in Electrical Engineering, Telecommunications, Computer Science, or a related technical or engineering field.
  • Experience Baseline: Minimum of eight (8) years of professional IT/Telecom Program Management experience, with explicit experience directing technology initiatives within a Regulated Public Utility or Energy sector environment.
  • Migration Mastery: Proven track record of leading high-stakes legacy-to-next-gen infrastructure migrations (specifically SONET/TDM architectures over to IP/MPLS or Carrier Ethernet ecosystems).
  • Domain Literacy: Solid, practical understanding of utility-specific applications, substation communications, and SCADA transport mechanisms.
  • Technical Familiarity: Strong conceptual and structural understanding of enterprise-grade routing/switching hardware portfolios and central Network Services Platforms (NSP).
  • Certifications: Project Management Professional (PMP) or Program Management Professional (PgMP) certification is required.

Preferred Core Competencies
  • Deep familiarity with utility physical field safety protocols and substation cybersecurity access regulations.
  • Exceptional crisis management and rapid problem-solving skills to navigate unexpected real-time connectivity variables during critical utility cutover windows.
