Job Overview

Marketech International Corporation USA is seeking a detail-oriented and proactive Advanced Process Chemical Design & Permit Engineer for a TSMC project to support engineering coordination, permitting, compliance, and construction execution for large-scale semiconductor facility projects.

This role is responsible for coordinating chemical system construction documentation, permit packages, AHJ submissions, plan check responses, design revisions, and project records to help move engineering concepts into approved, construction-ready packages. The position works closely with engineering, construction, subcontractors, vendors, clients, inspectors, and local authorities to support safe, compliant, and efficient project execution.

The ideal candidate has experience in chemical systems, industrial facility construction, permitting, design engineering, construction coordination, or project engineering. This role requires strong attention to detail, technical documentation skills, communication, organization, and the ability to manage multiple drawings, permits, revisions, and deadlines in a fast-paced semiconductor construction environment.

Key Responsibilities

  • Chemical Systems & Engineering Coordination
  • Prepare, review, and update engineering drawings, layouts, and construction documents related to chemical systems, utility systems, and semiconductor facility infrastructure.
  • Support design development and coordination for chemical delivery systems, process support systems, utility systems, and related facility construction scopes.
  • Review design packages for accuracy, completeness, constructability, and readiness for permit submission or field execution.
  • Coordinate with internal engineering teams, contractors, subcontractors, vendors, clients, and project stakeholders to align technical requirements, schedules, and deliverables.
  • Assist with drawing markups, document revisions, design clarifications, RFIs, and coordination between engineering and field teams.
  • Maintain organized design documentation and ensure project records are updated throughout the project lifecycle.

Permitting & AHJ Coordination

  • Manage permit applications, plan check submissions, and approval processes with local authorities and Authorities Having Jurisdiction, also known as AHJs.
  • Track permit status, monitor approval timelines, and follow up on pending submissions to support project schedules.
  • Review and coordinate responses to AHJ comments, plan check corrections, permit resubmissions, and required design revisions.
  • Support compliance with applicable building codes, safety regulations, and industry standards, including IBC, IFC, NEC, NFPA, and other relevant requirements.
  • Maintain organized records of permits, approvals, regulatory documents, plan check comments, submission history, and permit closeout documentation.
  • Coordinate with internal and external stakeholders to ensure permit packages are complete, accurate, compliant, and submitted on time.
  • Construction Support & Project Execution
  • Support construction and field teams by helping resolve design-related, permitting-related, and documentation-related issues during project execution.
  • Participate in project meetings and provide updates regarding design progress, permitting status, outstanding comments, approval timelines, and documentation needs.
  • Assist with change order documentation, as-built drawings, closeout packages, inspection records, and final project documentation.
  • Coordinate between engineering, construction, subcontractors, vendors, client representatives, and regulatory authorities to support smooth project execution.
  • Identify opportunities to improve design workflows, permitting processes, documentation tracking, and approval timelines.
  • Help ensure project work is completed in alignment with approved drawings, permit requirements, code requirements, client expectations, and internal standards.

Required Qualifications

  • 2+ years of experience in design engineering, permitting, construction coordination, project engineering, chemical systems, facility engineering, or a related field.
  • Experience preparing, reviewing, or coordinating engineering drawings, construction documents, permit packages, technical submittals, or plan check responses.
  • Familiarity with local permitting processes, AHJ coordination, plan check comments, permit tracking, and construction documentation.
  • Working knowledge of building codes, safety regulations, and industry standards such as IBC, IFC, NEC, NFPA, or similar.
  • Experience or exposure to chemical systems, utility systems, MEP systems, industrial infrastructure, or facility construction packages.
  • Proficiency with design and document review tools such as AutoCAD, Bluebeam, Revit, or similar software.
  • Strong organizational skills with the ability to track multiple permits, drawings, revisions, comments, and project deadlines.
  • Strong written and verbal communication skills.
  • Ability to work cross-functionally with engineering, construction, contractors, clients, vendors, and regulatory authorities.
  • Detail-oriented, proactive, adaptable, and comfortable working in a fast-paced project environment.

Preferred Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, Chemical Engineering, Mechanical Engineering, or a related field.
  • Experience supporting semiconductor, industrial, manufacturing, cleanroom, data center, chemical, or mission-critical facility projects.
  • Experience working with chemical delivery systems, process piping, facility utilities, MEP systems, or construction design packages.
  • Experience coordinating directly with AHJs, city reviewers, inspectors, or permitting departments.
  • Knowledge of as-built documentation, change orders, inspection support, construction closeout, and field coordination.
  • Bilingual English/Mandarin Chinese is a plus, but not required.
