PRIMARY FUNCTIONS
Works under the direction the City Building Official or designee with wide latitude for the use of independent judgement. This is responsible administrative and technical work involving plans review, compliance with applicable mechanical, structural, plumbing, electrical, and specialty codes, inspection of building construction including new construction, and alteration and repairs of existing structures, for conformance with Federal, State, and local Building Code.
Work includes planning, organizing, and achieving the goals and objectives of the building office and coordinating them with the overall purpose of the department of planning and development. The work requires that the employee have thorough skill and ability in most phases of building construction and inspection. The employee will have considerable communication with citizens, building contractors, and officials of Federal, state, and local government agencies to assure compliance with Federal, State, and local laws/regulations or policies related to Uniform Building Code and related regulations.
TYPICAL DUTIES AND RESPONSIBILITIES
  • Reviews building plans, concentrating (but not limited to) specifically on the following areas: plumbing, heating, air conditioning, ventilation, and sprinklers; reviews for compliance with applicable codes; issues permits.
  • Performs on-site inspection of residential and commercial building construction to ensure compliance with applicable codes; verifies construction is according to approved plans; checks site locations for proper setbacks; inspects, as certified, plumbing, heating, cooling, structural and mechanical systems for compliance with regulations and safety requirements.
  • Investigates building code violations, complaints, and official reports, checks hazardous conditions; writes correction notices; issues "stop work" orders; completes inspection forms.
  • Interprets, provides information and advice to contractors, builders, and the public on all aspects of the New Haven Uniform Building Code and related regulations and ordinances.
  • Reviews blueprints, plans, and sketches submitted with permit applications; determines code conformance and reviews cost estimates; lists and explains discrepancies and deficiencies of plans to contractors and the public; approves plans after corrections and issues building permits.
  • Compiles and submits monthly construction activity reports; keeps records of daily inspections and activities.
  • Coordinates review with other City staff and departments as needed.
  • Recommends issuance of building permits.
  • Recommends issuance of certificate of occupancy or certificate of completion.
  • Performs related administrative tasks such as answering correspondence, preparing, periodic activity reports, and directing the work of a subordinate staff.
  • Performs other related work as assigned.

EDUCATION, QUALIFICATIONS & EXPERIENCE
  • Must be a Certified State of Connecticut Assistant Building Official at time of application, plus have three years of building construction inspection or related experience.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
  • Thorough knowledge of current residential and commercial construction techniques, materials, and practices which are used by the building construction industry.
  • Thorough knowledge of the Connecticut Basic Building Code and related City and Industry standards relating to construction.
  • Familiarity with conducting structural, mechanical, plumbing, and electrical inspections.
  • Considerable ability to make inspections of construction in progress and to review and interpret plans and specifications.
  • Demonstrated time management and organizational skills.
  • Ability to detect and locate possible defects and flaws in building construction and to initiate satisfactory corrective measures.
  • Experience with current applicable technology and software, including Microsoft Office.
  • Ability to establish and maintain effective working relationships with other employees, outside stakeholders, and the public.

NECESSARY SPECIAL REQUIREMENTS
  • Must possess and maintain a valid Driver's License. Travel may be required other than routine inspections.
  • Must be a Certified State of Connecticut Assistant Building Official at time of application.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "General Fund," tested position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary.
The City of New Haven does not sponsor employment visas. All applicants must have current authorization to work in the U.S. without employer-sponsored visa support.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period. Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
Selection Plan
