Position Summary:-

  • The Mississippi Department of Human Services (MDHS) is seeking an experienced Business Analyst to support enterprise technology initiatives by analyzing business operations, documenting requirements, improving business processes, and ensuring successful delivery of technology solutions
  • The selected consultant will serve as the liaison between business stakeholders, program management, and technical teams to identify business needs, define system requirements, and support application development throughout the Software Development Life Cycle (SDLC).
  • The consultant will work closely with agency leadership, subject matter experts, project managers, developers, quality assurance teams, and business users to improve operational efficiency, support modernization initiatives, and ensure technology solutions align with organizational objectives
  • This position requires strong analytical, communication, documentation, and stakeholder management skills while supporting multiple enterprise-level projects within the Department


Responsibilities:

  • Gather, analyze, and document business, functional, and system requirements from business stakeholders and subject matter experts.
  • Conduct requirements elicitation sessions, stakeholder interviews, workshops, and business process reviews.
  • Prepare Business Requirement Documents (BRDs), Functional Requirement Specifications (FRS), use cases, user stories, process flows, workflow diagrams, and business rules documentation.
  • Analyze existing business processes and recommend improvements to increase operational efficiency and system effectiveness.
  • Collaborate with project managers, developers, architects, quality assurance teams, and business users throughout the Software Development Life Cycle (SDLC).
  • Translate business requirements into detailed functional specifications for application development teams.
  • Assist with solution design discussions and validate that technical solutions meet business objectives.
  • Support system integration efforts, data validation, and business process improvements across enterprise applications.
  • Develop test scenarios, test cases, and assist with User Acceptance Testing (UAT) activities.
  • Coordinate defect tracking, issue resolution, and change management activities with technical teams.
  • Facilitate meetings, prepare meeting minutes, document action items, and communicate project status to stakeholders.
  • Support implementation planning, production deployments, and post-implementation validation activities.
  • Prepare user documentation, training materials, knowledge transfer documentation, and operational procedures.
  • Monitor project deliverables, identify project risks, and recommend mitigation strategies.
  • Ensure compliance with agency standards, project methodologies, governance policies, and documentation standards.
  • Provide ongoing production support and business analysis for enterprise applications as required.


Required Skills:-

  • Associate's Degree or higher in Business Administration, Information Systems, Computer Science, Information Technology, or a related discipline.
  • Strong experience gathering, analyzing, and documenting business and functional requirements.
  • Experience creating Business Requirement Documents (BRDs), Functional Specifications, Use Cases, Process Flows, User Stories, and Workflow Diagrams.
  • Strong knowledge of Software Development Life Cycle (SDLC) methodologies including Agile and Waterfall.
  • Experience facilitating meetings with business users, subject matter experts, and technical teams.
  • Excellent analytical, problem-solving, organizational, and critical-thinking skills.
  • Experience performing business process analysis, gap analysis, workflow analysis, and process improvement initiatives.
  • Knowledge of User Acceptance Testing (UAT), system testing, defect management, and validation processes.
  • Strong communication, presentation, stakeholder management, and documentation skills.
  • Experience working with Microsoft Office Suite, Visio, SharePoint, and collaboration tools.
  • Ability to work with cross-functional technical and business teams in a fast-paced enterprise environment.
  • Experience supporting large-scale government or public-sector technology projects is highly desirable.
  • Ability to prioritize multiple assignments while maintaining high-quality deliverables and meeting project deadlines
