Job description

Job Summary: Responsible for providing assistance to the Asset Protection/Safety Manager at a Navy Exchange. ($126+M Sales Volume)
Duties and Responsibilities:
  • Assists the Asset Protection/Safety Manager in providing staff assistance to management in assigned location for planning, developing, implementing, and evaluating AP programs which include; Safety, Physical Security, Material Handling Equipment (MHE), Anti-Terrorism/Force Protection (ATFP), and Operational Review functions.
  • Recommends and assists in implementing modifications to programs, procedures, standards, and techniques on all matters involving AP, safety, and Total Loss to improve efficiency and effectiveness.
  • Drives, assigns, and assists with theft investigations, suspected unethical conduct, accident investigation, workplace violence, or other as assigned/delegated to ensure that activities are conducted within the framework of established departmental investigative policies and protocols. This may include oversight on overnight surveillance activities, covert camera installations, investigations, and the interviewing of dishonest associates, vendors and contractors. Prepares and ensures that results of all investigations are documented professionally in reports according to departmental standards.
  • Assists the Asset Protection/Safety Manager as a collateral duty safety supervisor to provide a safe and secure working and shopping environment for all associates and patrons. Assists in administering the Navy Occupational Safety and Health and Fire Prevention Program to ensure adherence with the safety provisions of applicable Department of Navy codes and standards. Ensures safety training, MHE training, APS awareness programs, Safety Committees, Risk Management Information (RMI), and all other APS programs are implemented in all locations as assigned.
  • Assist in the development and supervision of asset protection/ safety staff as assigned, and ensures these individuals are adhering to established APS policies and procedures as outlined in the APS manual. Prepares and assigns work assignments, provides training and instructions; reviews work; attempts to resolve complaints and/or grievances; approves/disapproves leave; prepares performance reviews; and recommends disciplinary actions, if necessary. Determines need for appropriate staffing within budget, overtime and prepares justification for same.
  • Assists in developing and establishing shrink committees and shrink action plans to identify causes of inventory shrink and execute appropriate internal control measures.
  • Assists in the management of the physical security programs (CCTV, EAS, Alarms, and key control systems) to ensure strict enforcement of these programs.
  • Participate and assist in fiscal year end store inventories to include; inventory preparation, taking, and the reconciliation process and report any irregularities to the APS Manager, General/Store Manager or corporate as warranted.
  • Possess a thorough understanding and effectively use web-based case management reporting systems and ensure the APS staff is trained and utilizing this software effectively as required.
  • Possess a thorough understanding and effectively use all Point of Sale (POS) exception based reporting tools and ensure the APS staff are properly trained and are utilizing this software effectively in detecting, investigating, and resolving problems.
  • Actively participate in personal and professional development of APS staff as assigned by the APS Manager, District APS Manager and/or Director APS (EAST/WEST).. These include in-store/corporate training, industry standard professional training and collegiate courses in retail, business, safety, and asset protection.
  • Develop and ensure strong relationships, partnerships, and communication skills at all levels of the organization to include Corporate, District, Store Operations, as well as other APS Industry professionals.
  • Develops strong relationships with command, base, federal, and local law enforcement officials.
  • Works under general supervision of the APS Manager. Support all AP initiatives as assigned. Work is performed within the framework of AP mission, vision, objectives, policies and procedures. Work is reviewed and evaluated for regulatory and procedural compliance and in terms of overall efficiency in providing security for the Navy Exchange and protection of its assets.
  • Incumbents of this position are required to obtain and maintain a secret DOD Security Clearance.
  • May regularly lift up to 50lbs and over 50lbs with assistance from others during certain assignments or tasks.
  • Performs body movements such as bending, twisting, stooping, etc.
  • May operate a pallet jack to move materials up to 500 lbs.
  • Works various size environments which may have extreme seasonal temperature fluctuations.
  • Climbs stairways up to 20ft. Climbs ladders.
  • Physically maneuvers around heavy equipment such as forklifts, turret trucks, 18 wheelers, 10 ton trucks.
  • Opens and closes trailers & containers requiring pushing and pulling doors.
  • Walks the facility floor and exterior of facilities regularly. Job requires incumbent to walk on hard surfaces a minimum 2 to 3 hours daily. This requirement is more extensive when various tasks or business needs arise or are assigned.
  • Works around potential Haz-Mat issues.
  • Wears protective clothing and shoes in performing job functions as required.
  • May operate handheld scanners at times to conduct assigned duties.

OTHER
  • Candidates must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain will result in termination.

  • Adheres to AP/S Code of Conduct, works prescribed schedules as determined to be in the best interest of the NEX to meet business needs/demands.
  • Assists Code SBI in Personnel Security Investigations, Background Checks, SAAR Forms and Fingerprinting as required.

  • Performs other related duties as assigned.

This position may work across multiple locations based on business needs. The initial assignment will be at Naval Base San Diego.
U.S. Citizenship Required
A total of 4 years consisting of the following:
GENERAL EXPERIENCE: 3 years experience gained in the administrative investigative or loss prevention fields which enabled the applicant to gain skill in dealing with others in person to person work relationships and the ability to exercise mature judgment.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of related academic study above the high school level may be substituted for nine months of experience up to a maximum of a four year bachelors degree for three years of general experience.
AND SPECIALIZED EXPERIENCE: 1 year responsible experience in retail loss prevention which provided analytical planning advisory operational or evaluative work in security investigations internal review and control techniques reducing and controlling inventory shrink.
