Responsibilities

Overview:

This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State, Consular Affairs (CA), supporting 10,000 users across 230 overseas posts, 29 domestic passport agencies, and multiple data centers.

The Acquisition and Asset Manager (ACQ) shall manage the procurement process for all acquisitions obtained by the contractor or the Government.  The estimated acquisition actions are 2,000/yr. The ACQ will manage the Acquisition and Asset Management (AAM) team (est 5 technicians).  The ACQ shall be responsible for managing and tracking accurate inventory of CA/CST assets (est 10,000 tracked assets) under this task.

 Responsibilities:

  • Responsible for the day-to-day acquisition and asset management operations in the CA EOC.
  • Responsible for the training, staffing, and operational efficiency of the acquisition and asset management team. Responsible for supporting bi-annual inventory reviews and for maintaining accurate inventory records.
  • Facilitate renewals of maintenance and support services contracts to ensure availability of post-warranty support and SW upgrade entitlements; resolves warranty disputes and product returns; and identifies and reports market challenges or trends that may prevent timely acquisition of goods and services.
  • Collaborate with Engineers, Project and Product Managers to acquire and manage infrastructure assets.
  • Ability to meet deadlines and satisfy requirements from other Engineers and Project Management
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.
  • Leads multiple functions within an organization's logistics department
  • Analyzes, organizes, plans and administers various phases of day-to-day provisioning, spares, or maintenance/repair activities for one or more programs of moderate scope
  • Analyzes contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine spares provisioning or maintenance/repair requirements
  • Develops logistics plans in order to enhance distribution of goods and supplies
  • Identifies, prioritizes, and assesses key logistics assets and infrastructures
  • Assists in the development of policies, guidelines, and procedures to ensure quality and cost control
  • Conducts distribution and network studies, monitors inventory and analyzes requirements in order to develop strategies to achieve desired delivery times
  • Responsibilities may include vendor selection and negotiation, distribution of supplies as needed, and inventory control
  • Manages a team for logistic tasks and operations.
  • Establishes interdepartmental and processes and procedures, as well as across contracts.
  • Communicate effectively and efficiently across all CA stakeholders including with the business, technical teams, and leaders.
  • Take technical ownership of tasks and successfully work independently.
  • Performs related duties as assigned.
Qualifications

Required

  • BA/BS in business management or related discipline or equivalent experience
  • A minimum of seven (7) years of experience with enterprise IT Planning, experience managing inventory and assets, and managing procurements in support of Federal Government clients of similar size, scope, and complexity to this task.
  • Demonstrated support for lifecycle asset management to include audit response and asset tracking in support of a project of similar size, scope, and complexity to this task.
  • Demonstrated experience managing and leading an acquisition and asset staff with skills applicable to a project environment similar in size and scope referenced in this task.

Preferred: 

  • Demonstrated experience analyzing organizational IT procurements, identifying opportunities to reduce costs through innovative procurement vehicles, reducing service/support levels to procure necessary support to deliver organizational needs, and analyzing inventory in order to reduce the number of maintenance and support agreements.
  • Experience or certification in a federal property book and/or asset management system

Work Environment: 

  • May require occasional travel between work centers or to client sites.
  • Some after-hours or on-call support may be necessary.
  • On-site work in a secure government or contractor facility.
  • Must be able to work in a high-security environment and comply with all relevant security protocols.
