Reporting to the Chief Digital and Information Officer (CDIO), the Vice President, Technology Shared Services is responsible for shaping and executing the enterprise strategy for Information Technology Project and Portfolio Management (PPM), Quality Engineering (QE), Business Systems Analysis (BSA), User Acceptance Testing (UAT). Serving as a key member of the IT Executive Leadership team, this role ensures technology shared services are aligned to organizational strategy, operational priorities, and regulatory requirements.

This leader develops multi-year roadmaps, drives governance and investment decisions, optimises resource and capacity planning, ensures best practice across IT delivery disciplines, and partners closely with business and clinical leaders to accelerate delivery of high-quality technology solutions that support IEHP’s mission.

Education & Requirements
  • A minimum of fifteen (15) years of relevant progressive experience leading IT Shared Services functions
  • A minimum of ten years (10) in leadership roles with a successful track record of leading large transformation initiatives developing and managing a diverse workforce in a highly matrixed organization with multiple delivery models required
  • Experience with leading IT Shared Services functions in a healthcare payer organization
  • Proven track record of executing technology strategies and achieving business outcomes
  • Master’s degree from an accredited institution required
Key Qualifications
  • Must have a valid California Driver’s license
  • Extensive knowledge and in-depth understanding of:
    • Health plan operations, business process application and backend technical operations.
    • Large-scale system implementations and processes.
    • Technology portfolio governance best practices.
    • The interaction of organizational strategy, resources and financial goals and prioritization techniques.
    • Technology procurement, contract negotiation, SLA design, vendor risk assessment.
    • Technology adoption and risk management frameworks.
  • Advanced skills in the following areas:
    • Strategic planning and multi-year technology road mapping.
    • Executive stakeholder management and influence.
    • Leadership skills with the ability to develop and communicate objectives, inspire and motivate staff and maintain alignment with strategy.
    • Outstanding written and oral communication abilities, including the ability to explain goals and objectives to business and technical teams and leadership.
    • Driving changes through process improvement.
  • Proven ability to:
    • Be highly organized with the ability to balance multiple projects and meet deadlines
    • Work independently with the ability to develop concepts inro operations and lead multiple teams.
    • Champion the value of incorporating best practices, architectural principles and focus on quality to all stake holders.
    • Be solution oriented, possessing the talent to anticipate what needs to be done and the drive to make it happen.
    • Be an excellent critical thinker with strong attention to detail yet also able to see the bigger picture.
    • Show a high level of empathy and the ability to vary styles of interaction to match the needs of a variety of business and technical audiences, as well as temperaments and personalities.
