 The Project Manager is responsible for complex projects as assigned, developing  project plans, assembling personnel, creating project timelines, identifying required resources, and  executing plans to completion. The manager applies advanced knowledge of fundamental concepts,  practices, and procedures in their area of specialization, and demonstrates understanding of the  organization's business practices and issues. The Project Manager monitors and impacts all ongoing  projects within the assigned branch, communicates effectively with all project stakeholders, and acts as  the single point of contact for all project issues and inquiries. The manager oversees project scope, schedules, and budget, manages resources, works independently to identify and manage project risks, coordinates procurement, and tracks project material. The Project Manager develops and presents formal briefings for executive management. The Project Manager is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support project management and reporting requirements. 


Specific Responsibilities

  • Responsible for complex projects as required by the program.  
  • Develops a project plan, assembles the proper personnel, develops a project timeline, identifies required resources, and executes the plan to completion. 
  • Applies complex knowledge of fundamental concepts, practices, and procedures of particular area of specialization, and demonstrates knowledge of the organization's business practices and issues.
  • Monitors and impacts all the ongoing projects within the assigned branch. 
  • Must communicate effectively with all project stakeholders and act as the single point of contact for all project issues and inquiries.  
  • Manages project scope, schedules, and budget. 
  • Manage resources and be able to work independently, identifying and managing project risks. 
  • Coordinate procurement and track project materiel.  
  • Develop and present formal briefings to executive management.
  • Supervisory Responsibilities: Act as the Lead for a team consisting of Engineers, Coordinators, and Technicians.



Requirements

  • Must have a current U.S. Government final TOP SECRET Personnel Security Clearance and be able to qualify for SCI access. 
  • Must be eligible for and able to obtain and maintain required Security Clearance/access approvals. Bachelor of Arts degree in Business Management, Technology Management, Project Management and/or Bachelor of Science degree in Engineering, Construction Engineering or related field of study, preferably with three (3) progressive years of experience (experience can be substituted for education).
  • Must understand and have experience with cybersecurity practices required to establish and maintain system integrity for safeguarding classified information in a secure environment. 
  • Must be able to communicate and coordinate actions effectively with individuals at all organizational and management levels within and outside of the Department. 
  • Must have experience developing and presenting formal briefings to executive and senior management. Responsible for supervision and management of the day-to-day operations of a team.  
  • Supervises and directs a team of contractors who are responsible for the project or design cycle. Oversees control and accountability for assigned branch's deployment related projects. 
  • Manages travel budgets, monthly reports, and personnel tracking. 
  • Makes recommendations to improve effectiveness of project implementation procedures. 
  • Contributes to the development of input for quarterly metrics. 
  • Must be proficient with Microsoft Office Suite, including Word, Excel, Access, and Outlook


Physical Requirements and Work Environment

  • Normal office environment


Travel

  • Up to 40% of the calendar year in multiple locations (not one specific area) which may include high-threat areas. (CONUS/OCONUS)
  • Domestic travel may be required for training and program coordination. 
  • Must also be willing to serve in positions worldwide, which may include domestic assignments. Overseas locations may be in high-risk environments.
