This role offers a unique opportunity to enhance national security by leading the evolution of OCIO into a premier software delivery organization capable of delivering mission-critical applications with speed, quality, and predictability. As the App Dev Transformation Manager, you will serve as the principal leader responsible for transforming how OCIO develops, delivers, and supports software-establishing modern Agile and DevSecOps practices, improving delivery pipelines, and creating a measurable, outcome-driven delivery model aligned with mission needs.

Working closely with CIO leadership, product managers, development teams, security engineers, and mission stakeholders, you will position OCIO as a premier software support organization. Responsibilities: Lead software transformation initiatives that establish repeatable Agile and DevSecOps practices, improve delivery pipelines, strengthen governance, and align software delivery with mission outcomes Coordinate software modernization workstreams, milestones, risks, dependencies, and stakeholder activities while driving implementation of software delivery frameworks, metrics, and continuous improvement practices Help OCIO evolve into a premier software delivery organization by enhancing software development processes, delivery pipelines, and governance structures that enable speed, predictability, and transparency Define and standardize software development frameworks, coding standards, team roles, and sprint or release cadences; create performance metrics and dashboards tracking throughput, defect trends, cycle times, and user adoption Establish measurable, outcome-driven delivery model aligned with mission needs; streamline development workflows and integrate automated testing and quality controls Drive implementation of modern engineering tools, CI/CD pipelines, and automated build/deployment processes that enable iterative development and reduce production risk Implement and monitor software security and compliance controls including vulnerability management, secure coding practices, and audit readiness Strengthen collaboration between product managers, developers, security engineers, field users, and mission operators through structured communication channels and feedback loops Coordinate demonstrations, backlog refinement sessions, user acceptance testing, and release planning activities ensuring alignment between development teams and mission stakeholders Establish post-release review and incident response processes to capture lessons learned, address production issues, and drive continuous improvement Provide guidance and training for government and contractor development teams to ensure adoption of standardized practices and tools Facilitate strategic planning sessions and executive briefings; track transformation metrics and report progress demonstrating value and impact of software modernization initiatives Qualifications: Required: Bachelor's degree + 15 years of experience in software development, IT transformation, program management, or related fields.
