Job description

A.I.S., Inc. (AIS) is a national scientific services firm supporting maritime activities requiring certification of compliance with environmental regulations as well as collecting data for use by Federal, State, Municipal, and other government agencies along the US coastline. AIS is looking for an Oracle Application Developer/DBA to support NOAA's SEFSC.
Primary Function:
The Oracle Application Developer/DBA centralizes scientific and administrative data now spread across legacy platforms, file formats, and separate silos, builds the database architecture to house centralized plankton and groundfish survey data, and develops front-end applications that let internal NOAA staff and external partners securely manage and validate that data. This position is contingent upon contract award and available funding.
Duties/Responsibilities:
  • Analyze disparate data sources (flat files, .db3, Access databases, legacy SQL, APIs) and design automated ETL workflows to extract, transform, and load data into a centralized Oracle Enterprise environment.
  • Develop parsing algorithms to handle inconsistent data formats and preserve data integrity during migration.
  • Implement data validation rules to flag anomalies during ingestion.
  • Design and maintain normalized relational database schemas supporting complex fishery survey and oceanographic data structures.
  • Optimize database performance through indexing, partitioning, and query tuning.
  • Apply federal data security standards and PII protection protocols.
  • Develop an internal web application allowing NOAA staff to input, query, and edit live data records.
  • Build a secure external portal for partners to view and input data and propose edits.
  • Engineer a staging-and-commit workflow that holds external edits in a review queue until approved by the Database Manager or data steward.
  • Support other Trawl and Plankton Branch, PEMD, and SEFSC surveys: provide data analyses, prepare data summaries, and assist with data reports, publications, and presentations per SEFSC publication procedures.
  • Participate in public outreach and education efforts, and in workshops, scientific meetings, symposiums, and public forums as required.

Compensation: Candidates will be paid an hourly rate to be negotiated, and total compensation will vary depending on candidates' depth of experience. This is a full-time position. AIS benefits package includes health and dental insurance, vacation, sick and holiday benefits.
Minimum Qualifications:
  • MS Degree in Computer Science, Information Systems, Engineering, or a related field; or BS Degree in one of these disciplines plus five (5) years of relevant experience.
  • Ability to translate real-world scientific processes into logical and physical data models (Entity-Relationship Diagrams).
  • Ability to write complex stored procedures, triggers, and packages (PL/SQL) to handle business logic and the edit-approval workflow.
  • Knowledge of implementing Role-Based Access Control (RBAC) to differentiate use and access requirements.
  • Skill in creating technical documentation, data dictionaries, and user manuals.
  • Database engines: expert-level Oracle RDBMS (12c/19c or later); PostgreSQL or SQL Server a plus.
  • Development frameworks: Oracle APEX highly desired for data-centric web apps; alternatively Java (Spring Boot), Python (Django/Flask), or .NET.
  • ETL and scripting: Python (Pandas/NumPy), PL/SQL, Informatica, or FME.
  • Front end: HTML5, CSS3, JavaScript, and AJAX techniques for responsive user interfaces.
  • Version control: Git/GitHub/GitLab.

Preferred Qualifications:
  • Documented experience with geospatial data (GIS, Oracle Spatial, ArcGIS).
  • Documented experience in database development and administration.
  • Documented experience building workflows with approval gates/audit trails.
  • Ability to communicate with fishery scientists to understand data needs and translate them into technical specifications.
  • Previous experience supporting NOAA or other Federal agencies.

Travel:
  • May be required to work on NOAA Ships, charter vessels, and/or small boats, and domestic or international travel may be required for or in support of at-sea surveys, project-related workshops, and working group meetings.
