Overview

We are seeking a highly skilled and analytically driven Medicare Advantage Bid Strategy & Analytics Associate Director to join the team responsible for designing, pricing, and optimizing Devoted Healthโ€™s MA benefit portfolio. The role reports to the Senior Director, Medicare Product Strategy and Analytics and requires full ownership from strategic framing down to individual benefit parameters. The position blends financial modeling, SQL development, and executiveโ€‘level presentation within a fastโ€‘paced, AIโ€‘driven environment that transforms the bid cycle into automated, overnight pipelines.

Responsibilities & Impact
  • Financial Modeling & Bid Analytics
    • Develop and maintain bid financial models linking benefit decisions to economic metrics, including MCR analysis, PMPM normalization, planโ€‘absorbed benefit value estimation, and versionโ€‘overโ€‘version delta tracking.
    • Scenario test benefits in each market to identify adverse selection risk, quantify financial exposure, and recommend design adjustments.
  • Environmental Analysis
    • Monitor CMS regulations, payment methodologies, risk adjustment updates, and Stars payment changes; provide executiveโ€‘level interpretation of their impact.
  • Benefit Design & Product Development
    • Build and refine algorithms that generate benefit values across hundreds of Product Benefit Parameters (PBPs), translating strategic intent into precise benefit logic and resolving edge cases.
    • Support new product and plan flavor development from opportunity sizing to full benefit buildโ€‘out and implementation.
  • Competitive Strategy & Market Analytics
    • Conduct market analysis on portfolio decisions with financial and competitive context, evaluating terminations, crosswalks, Stars implications, and market entry/exit tradeโ€‘offs.
    • Synthesize insights into clear, decisionโ€‘enabling recommendations for senior leadership.
  • Technical Build & Analytical Infrastructure
    • Write and maintain production SQL (Snowflake) for benefit cascade systems, including multiโ€‘CTE pipelines and enforcement logic.
    • Build Python scripts and automation workflows to reduce handโ€‘off effort in the bid cycle.
    • Advance AI use through agentic workflows and coding assistants to automate and scale bid operations.
Required Skills and Experience
  • Direct Medicare Advantage bid mechanics experience with deep understanding of BPTs, MCR, and bid math.
  • 5โ€“8 years relevant experience at a Medicare Advantage plan or actuarial/consulting firm (e.g., Milliman, Oliver Wyman).
  • Strong analytical modeling skills, SQL fluency, and ability to build complex data pipelines.
  • Proficiency in Python for scripting and automation.
  • Selfโ€‘sufficient, businessโ€‘judgementโ€‘driven, and comfortable working in ambiguity.
Desired Skills and Experience
  • Familiarity with MA benefit design, costโ€‘sharing structures, and CMS requirements.
  • Knowledge of Stars, QBP eligibility, and rating impact on plan portfolio.
  • Experience with automated benefit generation systems or largeโ€‘scale bid tooling.
