Expert in Construction Economics
Job DescriptionThe cost observatory office analyzes, compares, and guides the service to produce reliable estimates in a cost control logic. The position holder is assigned to the cost observatory office as an expert in construction economics. Their main mission is to define reference cost ratios and ensure the economic coherence of the estimation procedures used within the SID. As a head of the specialty chain, they act as a reference after the command and subordinate echelons by providing advice, tools, and methodologies to validate and optimize the costs of future projects. The activities associated with the position include:
- Analyzing the lessons learned from past projects to draw insights
- Developing and updating reference cost ratios (unit costs, costs per square meter, costs per workstation, etc.) based on historical data, sector benchmarks, and market analyses
- Harmonizing calculation methods and cost references within the service to ensure a uniform approach
- Participating in the update and modernization of the service's estimation business tool: BECNR
- Analyzing the differences between actual costs and reference ratios to identify trends and improvement opportunities
Degree of BAC +5, civil engineering technician, construction economist, or equivalent. Confirmed experience in investment cost estimation and/or experience in the conduct of construction projects (studies and execution follow-up) of construction operations. General competence in all building and public works sectors. Ability to work in a team and communicate technical results to non-experts. Rigor, autonomy, and analytical skills, curiosity, and a desire to continuously learn.
