JOB EXPECTATIONS & REQUIREMENTS
Position Purpose / Description
North Central High School is seeking a highly organized, collaborative, and legally minded leader to serve as the Department Chair for Special Education
This is a high-impact, high-volume leadership role overseeing all academic, operational, compliance, staffing, and programming functions for a massive secondary special education department. The Department Chair manages daily logistics ranging from complex transportation and student crises to teacher evaluations and strict master scheduling. The ideal candidate will balance a deep commitment to student advocacy with the operational precision required to run a compliant, highly functioning department.
Skills and Qualifications
- Deep working knowledge of IDEA, Article 7, and state compliance mandates.
- Proven experience managing complex schedules, data systems (Skyward, Edmentum, IEP systems), and large-scale staff allocations.
- Demonstrates leadership qualities and strong interpersonal skills, including giving and receiving constructive feedback
- Possesses strong pedagogical knowledge and experience with effective instruction and assessment
- Shows a proven ability to work cooperatively and effectively with colleagues, including the ability to create and nurture a professional community of adult learners
- Demonstrates the ability to examine student data and facilitate changes necessary to produce efficient and effective practices that will increase student achievement
- Significant understanding of secondary pedagogy including culturally responsive teaching, classroom management, and professional learning communities
- Knowledge of applicable federal and state laws impacting education
- Displays excellent written and oral communication skills, including presentations, reports, memoranda, letters, grant proposals, curriculum documents, workshops and evaluations

Performance Responsibilities
Curriculum, Instruction, and Assessment
- Support program evaluation, material selection, and implementation, including general education and intervention or support classes
- Provide direction and coordination for how the curriculum is taught consistent with administrative expectations, district strategic plan, school improvement plan, vertical articulation, and high impact Tier 1 instructional practices
- Assist in vertical and/or horizontal articulation efforts throughout the district in alignment of content and curriculum, expectations of rigor, professional development opportunities and pedagogy
- Field-test strategies and tools to ensure they are practical, effective, and aligned with improving teacher practice and student outcomes before full implementation.
- Model the practice of mining and analyzing student data to drive collaborative instructional decisions
- Promote the implementation of common assessments and the utilization of data to drive differentiated instruction
- Support the implementation of inclusionary practices in general education classrooms
- Provide instruction to required number of sections in content area
- Monitor and evaluate emergency sub plans
Operational Leadership
- Assist in the observation and evaluation of classroom teaching; including providing actionable and effective feedback
- Assist in the recruitment, selection, and evaluation of staff
- Collaborate on behalf of staff with school and district administration and school counseling regarding master schedule, course descriptions, articulation, and student placement in various courses
- Communicate and collaborate with school personnel and families to maximize student opportunities
- Assist short- and long-term substitute teachers in carrying out their assigned duties
- Acts as an active, hands-on member of the student safety and emergency response teams.
Student Services, Compliance & Case Management
- Oversee special education compliance, including IEPs, Annual Case Reviews (ACRs), manifestation determinations, and change of placement paperwork.
- Review and approve IEPs prior to finalization for designated staff, ensuring legal defensibility.
- Coordinate and lead highly complex or contentious Initial Case Conferences and daily Parent-Teacher-Administrator (PAR) conferences.
- Oversee specialized programs including PACES, Behavioral Support (BSD), North Central Alternative School (NCAS), Co-Taught sections, Homebound instruction, and Edmentum online learning.
- Partner with the ENL (English New Learners) department to coordinate scheduling and supports for dually identified students.
Staffing, Supervision & Evaluation
- Primary Evaluator for special education teachers. Manage and execute the formal observation cycle:
- Manage time clock approvals, extracurricular contracts, and daily scheduling. Coordinate immediate coverage for absent teachers or IAs when substitute teachers are unavailable.
- Actively recruit, interview, and hire licensed teachers and IAs for both the academic school year and summer school programs.
