Job SummaryThe Construction & Logistics Manager is responsible for planning, coordinating, facilitating, communicating, and verifying construction logistics activities across the airport campus. This role ensures construction operations are seamlessly integrated with ongoing airport operations while maintaining safety, security, passenger experience, and operational continuity at all times.
The position requires close coordination with airport stakeholders, regulatory agencies, airlines, tenants, and contractors to manage complex phasing, constrained work areas, and the operational requirements unique to aviation and airport environments.
The Construction & Logistics Manager shall ensure that Construction Contractors (Design-Builders and Trade Partners) have fully coordinated, validated, and obtained all required stakeholder approvals prior to implementing logistics or operational-impacting activities.Responsibilities & QualificationsKey ResponsibilitiesLogistics Planning & Strategy
  • Coordinate the development, review, approval, and implementation of multiple project and program construction logistics and phasing plans that interface with ongoing airport operations.

  • Coordinate construction site access, haul routes, staging areas, laydown areas, crane operations, deliveries, and material handling activities across multiple projects and programs.

  • Ensure logistics strategies align with airport operational requirements, security restrictions, and project schedules, and obtain all necessary stakeholder approvals prior to implementation.

  • Evaluate logistics plans in coordination with project and program teams and airport stakeholders and adjust plans as necessary to accommodate evolving project and operational conditions.

Resource & Operational Coordination
  • Verify that contractors have identified adequate staffing, equipment, and resources to safely execute approved logistics plans in coordination with airport stakeholders.

  • Coordinate operational-facing activities with project and program teams, airport operations, and other stakeholders to mitigate unplanned disruptions.

  • Facilitate communication between contractors and airport stakeholders regarding planned work, shutdowns, utility outages, and operational impacts.

  • Support implementation of work activities, including traffic management plans, to maintain safe and efficient operations throughout construction activities.

Contractor & Stakeholder Management
  • Establish and maintain strong working relationships with contractors, consultants, airport stakeholders, regulatory agencies, and third-party partners.

  • Lead proactive coordination meetings focused on logistics, phasing, access, and operational impacts.

  • Ensure stakeholder comments and operational requirements are incorporated into construction planning activities.

  • Monitor contractor compliance with approved logistics and operational coordination requirements.

Safety, Security & Compliance
  • Ensure all logistics operations comply with airport safety, security, badging, airside access, and regulatory requirements.

  • Coordinate with Airport Duty Manager (ADM), Airport Security Operations (ASO), Traffic Engineering, Risk Management, and Aviation Security (AvSec) to maintain compliance with operational and construction standards.

  • Identify and mitigate risks associated with construction activities adjacent to active airport operations.

  • Promote a culture of safety, accountability, and operational awareness across all project teams.

Problem Solving & Field Coordination
  • Identify logistical conflicts, operational constraints, and field challenges, and work collaboratively with stakeholders to implement practical solutions.

  • Respond to changing operational conditions and support rapid coordination efforts in fast-paced environments.

  • Conduct field walks, site inspections, and coordination reviews to validate logistics implementation and operational readiness.

  • Support continuous improvement initiatives related to construction logistics, communication, and operational integration.

Essential Duties & Responsibilities
  • Construction & Airside/Landside Coordination

  • Chair weekly construction logistics meetings (including distribution of minutes and action items)

  • Attend Airport Duty Manager (ADM) weekly construction coordination meetings for both domestic and international terminals.

  • Oversee and administer the Construction and Logistics Management (CALM) application.

  • Support CALM system updates developed by GIS.

  • Provide onboarding and training in coordination with GIS.

  • Verify data accuracy and currency (points of contact, locations, durations, reference documents).

  • Maintain CALM records for active and future project awareness and coordination.

  • Support coordination of construction crane operations, airside equipment movements, and escort logistics with ASO.

  • Coordinate with departments to ensure awareness of planned construction activities and mitigation measures.

  • Support review, alignment, and authorization of construction activities with airport stakeholders, including phasing and sequencing within operational constraints such as night work, shutdowns, and escort requirements.

  • Support implementation of planned work activities in compliance with Aviation/ Airport standards and approved logistics plans, including mitigation measures.

On-Campus Material Staging Lot Management
  • Develop, implement, and maintain staging lot plans and logs supporting construction while minimizing operational impacts.

  • Coordinate allocation, scheduling, and shared use of staging areas across multiple projects, including monthly field walks with project points of contact.

  • Establish and enforce staging lot protocols covering deliveries, storage, traffic flow, access control, and security requirements.

  • Ensure compliance with safety, security, and operational standards in coordination with ADM, Traffic Engineering, and AvSec.

  • Monitor staging lot conditions, including housekeeping, SWPPP compliance, signage, organization, and safe circulation of vehicles and pedestrians.

  • Coordinate and track review/approval of staging and logistics plans in CALM and conduct audits to ensure compliance and identify improvements.

Project Interfaces Monthly Meeting
  • Coordinate with Capital Project teams to track known and potential project interfaces. List planned finish to start dates and noting all details surrounding the mitigation plans to keep both projects on schedule.

Project Awareness Report (PAR)
  • Administer development of the Monthly PAR by project and program teams using Oracle Unifier, identifying interfaces with airport operations and required mitigation measures.

  • Coordinate distribution of the PAR to airport operations and tenants in coordination with the Airline Liaison Officer (ALO).

Monthly Construction Logistics Review (ADM/RDM/AIOC/Airside/Consultants)
  • Report all planned construction activities with potential to significantly impact operations to ensure early coordination and timely awareness.

  • Document and distribute all operational constraints requiring coordination with applicable construction project and program teams.

Construction Activity Space Requests
  • Coordinate with project and program teams to support the development and submission of construction activity space requests to AVM, ensuring alignment with other projects and mitigation of potential conflicts.

  • Upon submission, support coordination and review of the space request with the respective stakeholders/reviewers to mitigate potential misalignment or misunderstanding.

  • Attend a bi-weekly Construction Activity Space Request review with AVM to discuss current and planned submissions.

Parking Management Construction Coordination
  • Coordinate with project and program teams to provide a rolling twelve (12) month forecast of project or program parking requirements.

  • Support coordination between project and program teams and Parking Management to facilitate construction activities within designated parking areas, including parking stall closures, vehicle and pedestrian diversions, and temporary control measures.

  • Attend a monthly parking management construction coordination meeting to discuss current and planned construction activities and airport parking forecasts.

  • Support the scheduling of Quarterly Parking Management check-ins with the project and program teams.

Preferred Qualifications
  • Experience managing construction logistics on aviation, airport, or highly operational infrastructure projects.

  • Strong understanding of construction phasing, stakeholder coordination, and operational continuity planning.

  • Knowledge of airport operations, security requirements, and safety protocols.

  • Excellent communication, coordination, and relationship management skills.

  • Ability to perform in complex, fast-paced environments with multiple stakeholders and competing priorities.

  • Experience managing operational-impacting activities in constrained or active environments.

  • Bachelor's degree in Engineering, Architecture, Construction Management, or related field with 10+ years of experience, or equivalent.

  • Strong conflict resolution and stakeholder management skills.

  • Proficiency in Microsoft Office Suite, Bluebeam/Adobe Acrobat, and Oracle Unifier.
