Click here for more information.\r\n\r\n\r\n\r\nPosition Highlights\r\nIn this role you will have the opportunity to:\r\n\r\n\r\n Schedule, assign, oversee and review the work of the Mobile Source group staff; develop group work plans and specific project work plans; determine priorities; and conduct performance evaluations;\r\n Develop project plans to implement mobile source control programs, including incentive programs;\r\n Develop project plans to implement and administer federal or state grant programs pertaining to on-road and non-road mobile sources;\r\n Assess air quality impacts of proposed mobile source regulations or programs;\r\n Analyze existing proposed state and federal air quality policies, statutes, plans and regulatory programs;\r\n Assist in formulating responsive policy options; provide technical consultation to local, regional, state, federal officials, and the public;\r\n Participate on technical committees of DEEP, SIPRAC, EPA, NESCAUM, MARAMA, OTC, MANE-VU, NACAA and other technical organizations as well as the Connecticut Department of Transportation and Department of Motor Vehicles;\r\n Prepare and review technical publications and guidelines; review and recommend web postings of Air Bureau technical materials;\r\n May testify at public hearings;\r\n and perform related duties as required.\r\n\r\nThis is a full-time, 35-hour a week position. A Hybrid schedule is available based on agency and scheduling needs.\r\n\r\n\r\nAbout Us\r\nThe Mobile Source Group (MSG) is responsible for assuring effective implementation of various mobile source programs established under state and federal law pertaining to on-road and non-road mobile sources, transportation fuels including gasoline, diesel and alternative and/or renewable fuels, the idling of vehicles, and developing negotiated programs to provide needed emission reductions and support the transformation of Connecticut to more sustainable transportation modes such as transportation electrification. The MSG is also responsible for implementing a significant portfolio of state and federal grant and incentive programs, including EPA's clean school bus program, DERA, VW, VW EVSE, CFI, and CHEAPR.\r\n\r\nThe MSG also conducts technical analyses of key federal clean air regulatory proposals including federal standards for on-road heavy-duty vehicles, California vehicle emission standards for light, medium and heavy-duty vehicles and other critical upcoming rulemakings for locomotives, oceangoing vessels and aircraft. MSG staff participate in both regional and national workgroups focused on evaluating the emission reduction benefits of various clean air strategies for the mobile sector and quantifying and communicating those emission reduction benefits to diverse stakeholders statewide as well as state and federal agencies and other states.\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising a staff engaged in engineering studies related to air pollution control.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments including three (3) years of experience directly related to air pollution control.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been working at the lead level in an air pollution control program.\r\n\r\nNOTE: For state employees this experience is interpreted at the level of an Environmental Protection Air Pollution Control Engineer 3.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.\r\n One (1) year of experience as an Environmental Protection Air Pollution Control Engineer 3 may be substituted for the General and Special Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience supervising or leading staff, identifying resource constraints and developing innovative strategies to meet program needs.\r\n Experience defining expectations, establishing measurable goals and ensuring staff performance.\r\n Experience communicating, in both written and oral formats, technical information to technical and nontechnical audiences.\r\n Experience completing assigned work and overseeing the work of others while faced with shifting priorities.\r\n Experience successfully implementing statewide programs designed for the mobile source sector.\r\n Experience with state procurement requirements, managing contracts and projects with statewide or regional impacts\r\n Experience establishing and administering state or federal grant programs and program budgets.\r\n Experience with mobile source control and air quality improvement programs, including low and zero emission vehicle programs, conformity, inspection and maintenance, mobile source models and inventories\r\n Experience reading and interpreting federal and state clean air laws and regulations.\r\n Experience conducting emission reduction analyses of proposed state or federal mobile source control programs.\r\n\r\n
