Recruiting Manager - Home Care
Delray Beach, FL
Full-Time | On-Site + Community-Based

We are a growing home care agency looking for a hands-on Recruiting Manager to build and manage our caregiver workforce.
This is a high-ownership role for someone who wants more than a traditional desk-based recruiting position. You will manage one remote recruiter, work directly with the agency owner, and have the freedom to develop new recruiting channels, test new technology and improve how we recruit and retain caregivers. You will also grow into full HR responsibility for the entire agency.
A significant part of your time will be spent out in the community finding sources of Caregivers and Home Health Aides (HHAs) beyond Indeed and traditional job boards; building and maintaining those relationships. Significant, regular bonuses will be dependent upon your success in this area.

What You'll Own
Recruiting & Community Sourcing
  • Develop Home Health Aide talent pipelines
  • Build recruiting partnerships with CNA/HHA/nursing schools, colleges, workforce programs, veterans' groups, retiree organizations, faith-based groups and other community sources
  • Manage and oversee candidates from application through hire, including re-engaging previous applicants and making final hire decisions
  • Manage Indeed postings, sponsored advertising and recruiting spend
  • Track which sources actually produce hires and long-term employees

We want someone who will go out and find talent-not simply process applicants generated by Indeed. If "post and pray" is what you are comfortable with, this is not the job for you.
Caregiver Performance & Retention
  • Track caregiver attendance, reliability and job performance
  • Conduct regular performance reviews and gather feedback from clients and agency staff
  • Provide positive and corrective feedback and address performance issues
  • Help recognize and retain high-performing caregivers

Florida Credentialing & Compliance
  • Track background-screening eligibility, credentials, required training, renewals and expirations in a completely digital and online environment
  • Maintain complete, accurate and survey-ready digital personnel files
  • Ensure compliance with applicable Florida AHCA/ASPEN requirements

Florida home care regulatory experience is preferred. Otherwise, you must be capable of quickly mastering the requirements governing caregiver hiring, training and ongoing credential management.
New-Hire Orientation
  • Personally conduct weekly in-person Caregiver/HHA New-Hire Orientation
  • Establish clear expectations for reliability, attendance, professional conduct, client engagement, training and agency policies

Recruiting Technology & AI Curiosity and Expertise
We want someone who is exceptionally comfortable with technology and excited about using AI in recruiting.
  • Help evaluate, select and implement ATS, recruiting dashboards and candidate communication technology
  • Test AI sourcing, screening and interviewing platforms such as Ribbon AI, HeyMilo, Alex AI and emerging competitors
  • Use AI tools such as ChatGPT to improve recruiting, communications and HR processes
  • Use recruiting data to identify bottlenecks, improve conversion and control recruiting costs

You don't need to be a programmer. You do need to be someone who can be handed a new technology and quickly figure out how to use it effectively.
Help Build the HR Function
This is a small HR/recruiting department-you and one remote recruiter. As the agency grows, so will this position.
As you growm you will work directly with the owner and outside professionals to help implement:
  • Employee health insurance and benefits
  • SIMPLE IRA retirement plan
  • HR policies and employee programs
  • FMLA administration
  • Other HR systems needed as the agency grows

We don't expect you to know every answer. We expect you to be capable of researching an issue, working with the right experts and getting it implemented. Financial accumen and decision making must be very good.
Be Part of the Agency
We are a small office of approximately five to six people and don't operate in corporate silos.
You will learn scheduling and client-service operations and regularly assist with caregiver, client or family concerns. During unusual situations such as hurricanes, management team members must also assist after hours with emergency operations.
What We're Looking For
  • Experience recruiting hourly employees; healthcare, home care or staffing experience preferred
  • Proven ability to source candidates beyond online job boards
  • Strong community relationship-building skills
  • Excellent technology skills, including ATS and recruiting analytics
  • Comfortable using and evaluating AI recruiting technology
  • Experience conducting employee performance reviews and providing direct feedback
  • Ability to learn and manage detailed Florida regulatory requirements
  • Comfortable working in a small, hands-on business environment
  • Willing to spend significant time in the community developing recruiting sources
