Job Title: Senior Estimator
Job Location: Manassas, VA
Base Salary: $120K-$160K
Requirements: 5+ years of Civil Estimating on large parcel sitework projects. Experience with HCSS or Agtek preferred. 
Position Overview:
We are seeking an experienced Senior Estimator to lead cost estimating for heavy civil, sitework, and industrial projects including data centers and warehouses. The Senior Estimator will develop accurate, competitive bid proposals and budgets by performing detailed quantity takeoffs, cost analysis, and risk evaluation. This role requires deep experience with site grading, utilities, civil systems, and proven proficiency using HCSS and AGTEK estimating tools. The successful candidate will collaborate with project teams, subcontractors, and clients to support timely, profitable project wins while mentoring junior estimators and maintaining a reliable cost database.
Key Responsibilities:

  • Prepare complete, accurate estimates and bid packages for heavy civil, sitework, data center, and warehouse projects, including detailed quantity takeoffs and unit-cost assemblies.
  • Perform earthwork and grading takeoffs using AGTEK and other terrain modeling tools; validate volumes and production rates for bid assumptions.
  • Develop crew-based labor, equipment, material, and subcontractor cost estimates using HCSS and internal estimating systems; assemble bid pricing and contingency strategies.
  • Analyze specifications and contract documents to identify scope gaps, exclusions, and risk exposures; produce clarifications and RFIs as required.
  • Coordinate with project managers, superintendents, engineers, and procurement to gather subcontractor quotes, supplier pricing, and constructability input.
  • Lead value engineering exercises to optimize cost and schedule while maintaining scope, quality, and safety requirements.
  • Build and maintain historical cost databases, unit price libraries, and bid logs to improve estimating accuracy and speed.
  • Prepare bid summaries, bid bonds, and presentation materials; present estimates and assumptions to senior leadership and clients.
  • Manage schedule and workload for estimating efforts to meet bid deadlines; prioritize high-value pursuits and ensure bid quality control.
  • Mentor and train junior estimators on takeoff methodology, software tools (HCSS, AGTEK), and best practices; perform QA/QC on their work.
  • Support post-bid activities including subcontractor negotiations, scope reconciliation, change order pricing, and constructability reviews.
  • Stay current on market pricing, subcontractor performance, productivity rates, and material trends relevant to civil, utilities, and data center construction.

Qualifications:

  • Bachelors degree in Construction Management, Civil Engineering, or related field preferred, or equivalent experience.
  • 7+ years of progressive estimating experience in heavy civil/sitework projects; proven experience estimating data centers, grading, utilities, and warehouse construction.
  • Demonstrated proficiency with HCSS estimating and AGTEK or similar earthwork/takeoff software; strong quantity takeoff and modeling skills.
  • Excellent command of reading and interpreting civil/site plans, technical specifications, and geotechnical reports.
  • Advanced Excel skills for cost modeling, unit-price assemblies, and bid comparisons; familiarity with estimating databases and ERP systems.
  • Strong analytical skills with experience performing risk analysis, unit-cost development, and production rate evaluation.
  • Proven track record of winning competitive bids and developing realistic, profitable estimates under tight deadlines.
  • Excellent communication and negotiation skills for interacting with clients, subcontractors, and project teams.
