Overview
Milliman's Indianapolis Health practice is looking for a Healthcare Policy Consultant with substantial expertise in Medicaid regulatory policy and/or program design, including project scoping, project team management, and the ability to communicate project results with key stakeholders, to join our healthcare policy consulting team. The successful candidate will have expertise in Medicaid program administration or experience working with Medicaid or other state health and human services agencies, in addition to, a deep understanding of regulatory requirements and programs. Potential areas of expertise should include one or more of the following: Medicaid, child welfare, behavioral health, aging and disabilities, long term services and supports, other related human services programs, Medicare Advantage and Special Needs Plans, or other health care subject matter.
Responsibilities
In this role, you will provide specific core tasks and responsibilities of the position, including:
  • Supporting state Medicaid agencies, other state agencies, and other healthcare industry clients on program strategy, design, development, and implementation, including project and strategy leadership for:

    • Conducting Medicaid or other state program policy strategy development and developing innovative solutions in a rapidly changing healthcare policy environment
    • Providing analysis of complex legislation, regulations and federal guidance
    • Helping states to obtain needed federal authorities (e.g., waivers, state plan amendments, federal grants, demonstrations, etc.)
    • Developing state policy documents and program materials
    • Reviewing emerging and existing regulatory requirements to understand implications for a state client's programs
    • Researching and identifying leading-practice program approaches and thinking critically about the trade-offs between options
    • Preparing client reports and developing cogent and engaging presentation materials
    • Effectively communicating results, policy options, and considerations (verbal and written)
    • Facilitating client discussions and leading stakeholder engagement activities as needed to help clients develop their desired policy options
    • Building rapport and trust with state clients, often serving as a responsive point of contact
    • Being responsible for project management and tracking project completion and success - may act as an overall project leader or work as part of a team to staff larger projects
    • Supporting business development strategy and activities

  • Maintaining and growing subject matter expertise by:

    • Developing thought leadership pieces and policy summaries on emerging Medicaid legislation, regulations, and federal guidance
    • Developing Medicaid policy-related subject matter expertise and keeping abreast of trends and regulatory changes affecting state clients
    • Understanding regulatory trends and emerging requirements and appropriately applying them to state-specific situations
    • Leading and mentoring team members to also grow their expertise and skills

  • Ensuring quality control processes and procedures are followed

Qualifications
  • Experience leading and managing complex Medicaid policy projects
  • Specific regulatory/policy/program administration experience in one, or more, of the following:

    • Medicaid managed care
    • Medicaid financing policy
    • Long term services and supports
    • Healthcare quality measurement and improvement
    • Value-based payment and healthcare delivery transformation
    • Safety net delivery systems (e.g., hospitals, behavioral health, primary care)

  • Excellent strategic thinking skills
  • Superior problem-solving capabilities and learning agility
  • Strong written and oral communication skills
  • Extensive experience working with Microsoft PowerPoint and Word
  • Strong organization skills to manage multiple projects at the same time
  • Experience managing teams

Required
  • 10+ years' experience working in any combination of the following: State Medicaid agency experience, CMS experience, or similar consulting or other related experience with state health and human services programs
  • Bachelor's Degree in Public Policy, Public Affairs, Public Health, or related area of study

Preferred
  • Master's degree in health policy, public policy, health management, public health or related area of study
  • Specific regulatory experience in one or more of the following:
    • Medicaid managed care / delivery system strategy
    • Medicaid finance and payment strategy

The Team
The Indianapolis Health Practice is strategically structured to serve state Medicaid agencies and other health and human services agencies. The policy team provides strategy and program design support for our state agency clients, in close collaboration with professionals from other teams to best serve each of our clients' unique needs. You will work in a matrix environment, learning from seasoned consultants and gaining exposure to projects across a range of states and agency types. As a member of this team, you will observe how we provide comprehensive consulting services which span from many different disciplines and backgrounds including actuarial, policy, finance, pharmacy, and data management, all working together for a common goal to best serve our clients' needs.
Location
This is a remote position. Candidates hired into this role may work onsite in select Milliman office locations, if they prefer. The expected application deadline for this job is October 19, 2026
Compensation
The overall salary range for this role is $117,500 - $222,985. For candidates residing in:
  • Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Pennsylvania, Virginia, Washington, or the District of Columbia the range is $135,125 - $222,985
  • All other locations the range is $117,500 - $193,900

A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc.
