Job Description

We are seeking an Agile Program Manager to lead delivery across complex, cross-functional programs in a Scrum-based engineering environment while coordinating time-critical initiatives that require structured planning and execution. This role combines direct Scrum team facilitation with agile leadership, program planning, dependency and risk management, stakeholder alignment, and performance tracking to help multiple teams deliver effectively across both iterative and deadline-driven work. 

The Agile Program Manager operates at a broader level than an Agile Project Manager while continuing to facilitate Scrum events for assigned teams. The role connects work across teams and initiatives, creates an integrated view of program outcomes and commitments, and drives timely decisions when priorities, dependencies, capacity, or risks span organizational boundaries. 

Responsibilities 

  • Facilitate Scrum events for assigned teams, including sprint planning, daily stand-ups, sprint reviews, and retrospectives. 

  • Support backlog readiness, sprint capacity planning, and dependency visibility to improve team and program predictability and execution. 

  • Lead planning and execution across complex programs involving multiple engineering teams, product areas, stakeholders, or workstreams. 

  • Establish integrated program scope, outcomes, milestones, dependencies, risks, assumptions, capacity needs, and decision points. 

  • Coordinate delivery across agile teams and structured initiatives, selecting the appropriate delivery approach based on complexity, timing, governance, and business needs. 

  • Facilitate program-level planning, reviews, risk discussions, dependency management, and cross-team decision-making. 

  • Partner with Product, Engineering, Product Delivery, Operations, and business stakeholders to align priorities, resolve cross-team issues, and manage trade-offs. 

  • Create clear visibility into program health, commitments, blockers, changes, and expected outcomes for leadership and stakeholders. 

  • Drive escalation and resolution of risks, capacity constraints, and dependencies that cannot be resolved within an individual team. 

  • Coach teams and delivery partners on agile practices, continuous improvement, planning quality, and effective cross-functional collaboration. 

  • Maintain program plans, decision and action logs, risk and dependency records, milestone views, and reporting artifacts. 

  • Use delivery metrics and trend data to identify risks, improve predictability, and support program-level decisions and improvement actions. 

Qualifications
  • Strong understanding of Scrum, agile delivery practices, iterative planning, and scaled cross-team coordination. 

  • Hands-on experience facilitating Scrum events and supporting backlog readiness, sprint planning, team capacity, and continuous improvement. 

  • Advanced program and project management skills, including integrated planning, scope management, milestone management, dependency coordination, risk management, capacity planning, and stakeholder communication. 

  • Ability to operate effectively across agile and traditional delivery models and tailor the approach to program needs. 

  • Ability to synthesize complex information, identify systemic risks, and present decision-ready options to senior leaders. 

  • Experience defining and using delivery KPIs, program health indicators, and trend data to improve predictability and execution. 

  • Strong leadership, facilitation, negotiation, and communication skills across technical and non-technical audiences. 

  • Excellent organizational discipline, attention to detail, and follow-through across multiple concurrent priorities. 

  • Comfortable working in Jira, Confluence, and standard program reporting tools. 

Experience 

  • Proven experience as an Agile Program Manager, Senior Agile Project Manager, Scrum Master, Release Train Engineer, Technical Program Manager, or similar role. 

  • Experience facilitating Scrum events for engineering, platform, data, product, or technology teams. 

  • Experience leading complex programs across multiple teams and workstreams while maintaining effective team-level agile practices. 

  • Experience managing cross-team dependencies, risks, capacity constraints, and delivery trade-offs. 

  • Experience coordinating internal initiatives that require structured planning, milestone tracking, governance, and deadline management. 

  • Demonstrated ability to influence without direct authority and drive accountability across senior technical and business stakeholders. 

  • Experience using metrics to improve program predictability, process efficiency, planning quality, and execution accountability. 

  • Experience communicating program health, critical decisions, and business implications to leadership. 

Metrics and Performance 

  • Track team- and program-level KPIs related to sprint predictability, milestone attainment, dependency health, risk aging, throughput, cycle time, and follow-through on improvement actions. 

  • Use metrics and trends to identify systemic risks, bottlenecks, capacity concerns, and improvement opportunities across teams and workstreams. 

  • Provide objective reporting on program outcomes, planning reliability, execution health, and decision needs. 

  • Promote metrics as a tool for continuous improvement, planning quality, and informed decision-making, not individual micromanagement.
