The Program Manager is responsible for the successful delivery and governance of the BIP portfolio, leading complex, cross-functional programs across multiple business, data, and technology domains. This role drives program execution, coordination, and operational excellence across the platform, ensuring initiatives are delivered on schedule, aligned with business priorities, and positioned to generate measurable business value. The Program Manager works closely with Business Product Owners, IS Product and Platform leaders, architects, engineering teams, and delivery partners to manage dependencies, risks, resources, governance, and stakeholder communications while supporting long-term platform strategy and adoption.

The Business Intelligence Platform (BIP) is Hershey's enterprise analytics consumption layer, enabling Commercial leaders to access insights, make decisions, and drive action. Built on the Enterprise Data Foundation (EDF), BIP is a unified, product-oriented platform organized around business-aligned pods including Consumer, Customer, Supply Chain, and Commercial. These teams deliver analytics, reporting, and AI-driven capabilities through iterative delivery cycles, helping transform the organization from reactive reporting to predictive, real-time, decision-driven insights.

What will you do?
Lead Program Delivery and Execution
  • Own integrated program delivery across BIP pods and shared workstreams, managing schedules, dependencies, risks, assumptions, issues, and critical milestones from planning through deployment and adoption.
  • Drive Agile and Scaled Agile delivery practices, including planning events, cross-team coordination, sprint reviews, and execution governance.
  • Maintain visibility to program health, delivery progress, backlog readiness, and critical path activities across the portfolio.
  • Ensure delivered solutions generate measurable business value and support enterprise objectives.
Drive Governance and Stakeholder Alignment
  • Establish and maintain effective governance, decision-making processes, operating rhythms, and escalation paths.
  • Lead executive updates, steering committee reviews, and stakeholder communications, providing clear status, risks, tradeoffs, and recommendations.
  • Partner with business and technology leaders to align priorities, manage expectations, and drive accountability across teams.
  • Coordinate dependencies and interlocks with related enterprise initiatives and shared technology platforms.
Influence Solution Delivery and Technical Strategy
  • Collaborate with architecture, engineering, product, and data leadership teams to ensure delivery plans align with enterprise standards, long-term platform roadmaps, and business priorities.
  • Support the evaluation and resolution of complex program, integration, scalability, and operational challenges.
  • Promote delivery approaches that support sustainable, scalable, and high-quality solutions.
Lead Resource, Financial, and Vendor Management
  • Manage resource planning, staffing readiness, capacity allocation, onboarding, and utilization across internal teams, global resources, and external partners.
  • Support budget management, forecasting, financial tracking, and investment planning activities.
  • Monitor vendor performance, delivery quality, and adherence to established methodologies and governance standards.
  • Partner with Talent Acquisition, HR, and leadership teams to address staffing needs and program resource requirements.
Promote Delivery Excellence and Organizational Capability
  • Establish repeatable delivery processes, templates, quality standards, and governance practices that enable consistent execution across the portfolio.
  • Ensure readiness activities, quality gates, testing approaches, and delivery controls are in place for successful implementation.
  • Drive continuous improvement and organizational maturity in program management practices.
  • Support development of internal capabilities to create sustainable, long-term program management excellence.
Minimum Education & Requirements

Experience

  • 7+ years of program/project management experience delivering complex, cross-functional technology or data & analytics programs, ideally in a large enterprise or CPG environment.
  • Demonstrated success leading Agile / SAFe delivery at scale - PI planning, scrum-of-scrums, and multi-pod coordination - with formal training or certification (e.g., PMP, SAFe, CSM) strongly preferred.
  • Proven ability to manage blended teams of internal FTEs, offshore/onshore managed-services resources, and external delivery partners.
  • Strong financial and resource-management acumen - budget tracking, Capital vs. expense, and vendor/rate-card management.
  • Excellent executive communication and stakeholder-management skills, with a track record of producing decision-ready materials for senior leaders.

Preferred Experience

  • Experience with data platform, business intelligence, or AI/analytics programs (e.g., Databricks, Power BI, conversational/agentic analytics).
  • Familiarity with product-operating models (two-in-a-box business/IS ownership) and adoption-driven delivery metrics.
  • Prior experience standing up program governance and hiring/resourcing trackers for a new or scaling program.

Education

  • Bachelor's degree in Business, Information Systems, Analytics, Engineering, or a related field (or equivalent experience).
