Job description

The Program Manager will serve as the primary leadership interface between contractor and Agency stakeholders and will oversee delivery of enterprise modernization, operational support, governance, and technology integration activities across multiple task areas.

The successful candidate will lead multidisciplinary teams supporting:

  • SharePoint and Microsoft 365 modernization
  • Data dissemination and visualization solutions
  • Agile solution development
  • Operational and maintenance services
  • Governance and EPLC lifecycle support
  • Data management and analytics modernization
  • Cloud and platform integration initiatives

The ideal candidate is both operationally disciplined and strategically forward-looking, capable of driving modernization initiatives while maintaining continuity of mission-critical operations in a federal public health environment.

Key Responsibilities

Program Leadership & Client Engagement

  • Serve as the primary point of contact for Agency leadership, CORs, and program stakeholders.
  • Lead overall program execution, delivery management, staffing coordination, and customer engagement activities.
  • Provide strategic guidance on modernization initiatives, operational improvements, governance, and enterprise technology integration.
  • Facilitate collaboration across technical teams, government stakeholders, and partner organizations.
  • Lead executive-level status meetings, briefings, reviews, and stakeholder engagements.

Program & Delivery Management

  • Manage day-to-day execution of Agile delivery teams supporting modernization and operational initiatives.
  • Oversee project schedules, deliverables, milestones, risks, dependencies, and resource planning.
  • Ensure timely delivery of all contractual deliverables within scope, schedule, quality, and budget constraints.
  • Implement and manage Agile program management processes, sprint planning, backlog management, and continuous improvement activities.
  • Develop and maintain program management artifacts including schedules, status reports, risk registers, action trackers, and governance documentation.

Modernization & Technology Leadership

  • Lead modernization initiatives involving SharePoint Online, Microsoft 365, Power Platform, data visualization, and enterprise collaboration solutions.
  • Support enterprise data modernization, platform integration, and operational transformation initiatives.
  • Coordinate technology assessments, solution engineering, operational improvements, and lifecycle management activities.
  • Guide teams in delivering scalable, secure, user-centered digital solutions aligned with federal standards and CDC requirements.

Governance, Security & Compliance

  • Ensure compliance with CDC, HHS, and federal IT governance requirements, including EPLC, Section 508, security, and privacy standards.
  • Support lifecycle governance, risk management, and operational oversight activities.
  • Coordinate development and maintenance of governance documentation, compliance artifacts, and operational reporting.
  • Promote quality assurance, process discipline, and performance accountability across the program.

Team Leadership

  • Lead and mentor multidisciplinary technical and functional teams.
  • Support recruiting, onboarding, workforce planning, and performance management activities.
  • Foster a collaborative, mission-focused, and innovation-driven delivery culture.

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Public Health Informatics, Business, or related field.
  • 10+ years of federal program/project management experience supporting IT modernization, enterprise systems, digital transformation, or data services initiatives.
  • Demonstrated experience managing complex federal technology programs supporting Agile delivery and operational support activities.
  • Experience supporting CDC, HHS, or other federal health/public health agencies strongly preferred.
  • Strong knowledge of:
    • Agile methodologies
    • Microsoft 365 ecosystem
    • SharePoint Online
    • Power Platform
    • Data analytics and visualization environments
    • Federal IT governance and lifecycle management
  • Experience managing multidisciplinary teams across engineering, operations, analytics, governance, and modernization functions.
