The Role

The Manager of Technical Program Management is a people leader and delivery operations leader responsible for managing Technical Program Managers (TPMs), Release Train Engineers (RTEs), and Senior Release Train Engineers (Sr. RTEs) within Lumen's Software Development Life Cycle (SDLC). This role ensures technical program delivery and Agile Release Train execution operate with consistent standards, clear accountability, strong coaching, and measurable impact across complex technology programs and Agile Release Trains.

This leader is accountable for building and managing a high-performing delivery leadership team that spans TPMs and RTEs, aligning program execution and ART execution practices across the portfolio, improving delivery transparency, strengthening escalation discipline, and ensuring teams are focused on outcomes, flow, predictability, risk management, dependency management, and relentless improvement. The role partners closely with TPMO leadership, Product, Engineering, Architecture, Business Owners, and portfolio stakeholders to ensure technical programs and ART execution support business priorities and enterprise delivery outcomes.

The Main Responsibilities
  • People Leadership: Manage, coach, develop, and evaluate TPMs, RTEs, and Sr. RTEs; set expectations, provide feedback, support career growth, and ensure the team operates with clear priorities, role clarity, and accountability.
  • TPM and RTE Operating Model Ownership: Define and maintain standards, playbooks, templates, dashboards, cadence expectations, governance routines, and escalation models for technical program delivery and ART execution across assigned programs and trains.
  • Portfolio Execution Alignment: Ensure TPM, RTE, and Sr. RTE work is aligned to business priorities, PI planning calendars, portfolio objectives, product roadmaps, technical delivery commitments, and leadership expectations.
  • Risk, Dependency & Escalation Governance: Establish consistent methods for managing technical program risks, ART risks, impediments, dependencies, escalation paths, accountability, and executive visibility across the TPM and RTE organization.
  • Metrics & Performance Management: Monitor program health, ART health, TPM effectiveness, RTE effectiveness, delivery predictability, flow metrics, milestone confidence, dependency trends, and operating model adoption; use insights to drive improvement actions.
  • Stakeholder Leadership: Partner with senior Product, Engineering, Architecture, TPMO, Operations, and business leaders to resolve delivery issues, clarify ownership, improve planning quality, and strengthen cross-functional technical execution.
What We Look For in a Candidate
  • 10+ years of experience in technical program management, program management, project management, Agile delivery, SDLC operations, platform delivery, systems delivery, or enterprise technology delivery.
  • 3+ years of people leadership experience managing TPMs, RTEs, Sr. RTEs, project managers, program managers, Scrum Masters, Agile delivery leaders, or similar delivery roles.
  • Experience establishing technical program management and Agile delivery standards, governance routines, dashboards, planning calendars, escalation models, dependency management practices, and reporting mechanisms.
  • Strong understanding of technical program management, Agile, Scrum, Kanban, Lean-Agile principles, SAFe practices, PI Planning, ART operations, SDLC execution, software delivery, and portfolio delivery governance.
  • Demonstrated ability to coach TPMs, RTEs, Sr. RTEs, and delivery leaders; manage performance; resolve organizational impediments; and influence senior stakeholders across Product, Engineering, Architecture, Operations, and business functions.
  • Ability to translate technical delivery data, program risk, ART health, dependency exposure, and milestone confidence into executive-ready insights, recommendations, and improvement plans.
  • Tooling & Executive Reporting: Advanced experience with Jira, Jira Align, Confluence, Clarity, Planview, ServiceNow SPM, Power BI, Agile dashboards, roadmap tools, flow metrics, program health reporting, and executive-ready reporting preferred.
  • PMP, SAFe RTE, SPC, SAFe Agilist, PMI-ACP, CSM, CSPO, or equivalent experience preferred.
Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
