Introduction

The Department of Budget and Management's Classification and Salary Division (CAS) maintains the State's position classification plan and provides for the development and operation of the State's salary and wage program. Services include: publication of new and revised class specifications; development of classification standards and guidelines; recommendations for changes to the salary plan; development of salary guidelines and procedures; and technical training of agency staff with responsibilities for classification and compensation activities. The Division provides leadership and expert advice and guidance to State personnel officers and managers in the areas of classification and compensation.\r\n\r\n\r\nWe are currently seeking an experienced HR professional to join our team as a Salary and Data Analyst.\r\n\r\n

POSITION DUTIES

This position will function as a Salary and Data Analyst for the Classification and Salary Division within the Office of Personnel Services and Benefits. The position reports to the Deputy Director of Salary Administration, and will be responsible for supporting the development, implementation, and maintenance of the State of Maryland's Compensation Plan. This position will also perform duties related to position classification review and special projects in support of Division leadership, and the wider goals of the Department of Budget and Management.\r\n\r\n\r\nThe Salary and Data analyst will interpret and apply the State Personnel Management System (SPMS) rules, regulations, and standards related to salary administration by maintaining salary plans; analyzing and evaluating compensation issues., practices, and requests of state agencies; researching and costing salary proposals; making technically sound recommendations; and developing and conducting statewide training in salary and compensation issues under general supervision. The position is able to perform all day to day operations independently with minimal guidance. The position makes recommendations regarding the implementation of statewide compensation changes, and assists in the preparation thereof.\r\n\r\n\r\nPosition duties include but are not limited to:\r\n\r\n\r\n\r\n\r\n Develops and revises salary schedules to accommodate COLA increases and other approved alterations; produces and distributes the State of Maryland Salary Plans; and coordinates processing of title rate file transactions, data conversions, mass title rate changes and special reports with the Office of Budget Analysis and the Department of Information Technology. Prepares and processes mass compensation update files, to include COLA, Increment, ASR, and other changes as needed.\r\n Administers, coordinates, and oversees the evaluation and approval process for the certification of agency personal service contracts, as well as all non-delegated compensation transactions including, but not limited to: Reinstatements, Rehires, Promotions, Demotions, Transfers, Retro COLA/Increment Transactions, Pay Equity Adjustments, New PIN creation, and others as appropriate. Audits agency transactions of these types to ensure proper application of State Salary Guidelines and to maintain and ensure data integrity within personnel data of the SPMS system. Liaises directly with agency HR staff and/or leadership to address and correct audit findings, and incorrect applications of State Salary Guidelines. Serve as an subject matter resource for all areas listed here for agency personnel inquiries and concerns.\r\n Evaluates and makes recommendations for the determination of MS 27 Salary Exception and Cash in Lieu requests as submitted by agencies. Present logical, equitable, and defensible recommendations to Deputy Director for Salary Administration, including unintended impact of agency requests in line with approval, alternate, or denial recommendation while following DBM/CAS internal guidelines. Communicates as necessary with Agency personnel regarding approval/disapproval of MS 27 Salary Exception Requests. Drafts appropriate correspondence as needed for requests directed to the CHRO, Deputy CHRO, Secretary of DBM, or Governor's Office, as needed.\r\n Assists the Deputy Director of Salary Administration with large portions of special studies/projects/proposal and analyses as directed by the Governor's Office, Legislative Auditors and Committees, Secretary of DBM, the CHRO/Deputy CHRO of OPSB, or CAS Division Leadership. Acts as liaison with unions, agencies, other jurisdictions and personnel associations and organizations; and coordinates and finalizes Divisional response to salary survey requests from other jurisdictions.\r\n Prepares and delivers training programs and presentations for Agency personnel throughout SPMS. Provides recommendations for the development of revised salary procedures, rules, and processes.\r\n Analyzes and provides recommendations to Deputy Director of Classification or Classification Team Administrator as appropriate for assigned reclassification requests at assigned agencies. Applies appropriate job analysis and job evaluation methodologies to arrive at technically sound recommendations. Writes thorough, logical, and defensible classification study memoranda, and defends decisions against classification grievances when necessary. Assists in special classification projects as needed as determined by CAS Director.\r\n Performs related other duties as assigned.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Experience: Three years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management.\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management for the required experience.\r\n2. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology or other related field on a year-for-year basis for up to two years of the required experience.\r\n3. Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience.\r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\n\r\n\r\n\r\n A Bachelor's Degree from an accredited college or university.\r\n Experience reviewing and making recommendations with classification and salary actions within the State of Maryland's SPMS.\r\n Experience performing independent analyses and providing recommendations in written reports.\r\n Experience and intermediate Excel proficiency, including the use of PIVOT tables, data cleaning and manipulation functions and formulae (such as Text to Columns, CONCATENATE, TRIM, LEFT, RIGHT, and similar), and lookups such as VLOOKUP.\r\n Experience interpreting and applying COMAR, State Personnel and Pensions regulations, and MOU agreements.\r\n \r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Employees in this classification are required to obtain certification in StatePersonnel Management System policies and procedures and in the functionalityof the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.Employees are also required toobtain recertification every six months thereafter.\r\n2.Employees in this classification may be assigned duties which require theoperation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
