9th Way Insignia is seeking a Data Analyst to support a government customer in Washington, DC. The Data Analyst will support enterprise data modernization, reporting, analytics, and process improvement initiatives across multiple business lines. This position aligns to the Engineer 2 professional level within 9th Way Insignia's career families and is expected to operate as a technically strong contributor who can work with limited direction in a production environment.

Functional Job (LCAT) Information

The Data Analyst is responsible for analyzing complex datasets, identifying trends, gaps, anomalies, and structural risks, and translating business needs into structured data logic that supports reporting, analytics, automation, and operational decision-making. This role serves as a key bridge between business stakeholders and technical delivery teams by helping validate requirements, assess data integrity, and ensure business rules are correctly understood and implemented. The Data Analyst supports enterprise priorities across multiple business lines and contributes directly to more predictable, higher-quality delivery outcomes.

The Data Analyst is expected to work closely with ETL Developers, Power BI Developers, Power Apps Developers, Technical Project Managers, testers, technical writers, and Government stakeholders to refine requirements, analyze data sources, validate outputs, and identify corrective actions before deployment. The role also contributes to ROM development, work breakdown understanding, documentation of risks and dependencies, and improved planning visibility to support governance and decision-making.

Responsibilities

 Be available on Government site in Washington, DC during normal hours of operation.
 Analyze large and complex datasets to identify trends, gaps, anomalies, integrity issues, and structural risks affecting reporting, analytics, and operational processes.
 Assess new and existing data sources to determine data availability, quality, completeness, and suitability for business and technical use.
 Validate business rule implementation and confirm that technical solutions align with customer requirements and intended business outcomes.
 Translate ambiguous business needs into structured data logic, requirements clarifications, and analysis products that support technical implementation.
 Work closely with ETL developers, reporting developers, and other team members to identify data issues and provide corrective guidance.
 Support backlog refinement, requirements elaboration, sprint planning, sprint demonstrations, and incremental delivery in an agile environment.
 Perform data validation, reconciliation, and quality checks on outputs supporting dashboards, reports, ad hoc queries, and automated processes.
 Help document assumptions, risks, dependencies, and potential efficiencies to support ROM development, governance discussions, and planning inputs.
 Develop and maintain analysis artifacts, data definitions, validation documentation, and supporting operational documentation as part of normal delivery activities.
 Support multiple business lines and enterprise priorities as required.
 Other responsibilities as assigned.

Requirements

 Bachelor's degree in Computer Science, Information Systems, Data Analytics, Mathematics, Statistics, Engineering, or other technical discipline. Additional relevant experience may be substituted for a degree consistent with contract requirements.
 Minimum 2 years of relevant experience in data analysis, business intelligence, reporting analysis, data validation, or related technical delivery roles.  Additional 8 years of experience in lieu of degree. 
 Demonstrated experience analyzing large datasets and identifying trends, gaps, anomalies, and structural issues.
 Experience validating business rules, data quality, and integrity in support of production reporting, analytics, or operational solutions.
 Experience translating business requirements into structured data logic, analysis findings, and actionable guidance for developers and stakeholders.
 Experience working with SQL, relational data structures, and data extraction or analysis tools used in enterprise environments.
 Experience supporting agile or iterative delivery efforts with backlog-driven work, sprint-based execution, and incremental releases.
 Experience preparing analysis artifacts, validation documentation, data definitions, or other technical and functional documentation.
 Ability to operate effectively in an enterprise production environment with minimal ramp-up time.
 Must be authorized to work for any employer in the U.S.
 Must be able to obtain and maintain the required security clearance.

Preferred/Desired

 Experience supporting federal government customers in enterprise data warehouse, analytics, reporting, or decision-support environments.
 Experience supporting business intelligence and dashboarding solutions such as Power BI.
 Experience working closely with ETL, reporting, and application development teams in governed production environments.
 Experience contributing to ROM development, effort estimation inputs, and documentation of risks, dependencies, and alternatives.
