Performance and Analytics Lead (Program Specialist VII)

WHAT YOU WILL DO: 
The Performance & Analytics Lead performs advanced and/or supervisory (senior-level) data analysis and performance management work. Work involves coordinating and administering the operation of a performance analytics program (metric development, data integrity, reporting, and process improvement). May supervise the work of others. Works under limited supervision, with considerable latitude in the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
-Provide and/or oversee others who provide advice and counsel to management on performance standards, data trends, and agency policies related to performance management.
-Conduct and/or oversee others who conduct deep-dive analyses to determine the effectiveness of programs and identify areas for process innovation.
-Develop, review, and implement performance reporting tools, dashboards, and evaluation procedures to ensure "Exceptional" standards are met.
-Plan, design, and conduct workshops and training sessions focused on data literacy, performance metrics, and the use of analytics software.
-Monitor "Core Dimensions" of unit performance, ensuring quality customer service, teamwork, and effective communication are integrated into data-driven goals.
-Perform other duties as assigned.

YOU QUALIFY WITH:
-Four years of full-time experience in positions that provided a thorough knowledge of principles of performance management, data analytics, office management policies, and organizational structures.
-Relevant academic credits may be applied toward experience qualifications for this position.
-One year of full-time in-service TWC experience classified as a Business Analyst IV or similar professional analyst role with regular status will satisfy the minimum qualifications.

YOU ARE A GREAT FIT WITH:
-Knowledge of: Principles and practices of performance management and data analytics; federal and state regulations governing agency reporting; and advanced statistical methods.
-Skill in: Oral and written communication; using computers and advanced analytics/visualization software (e.g., Tableau, Power BI, Excel); and handling multiple tasks and prioritizing based on agency needs.
-Ability to: Explain complex data and performance procedures to staff and the public; maintain confidential and sensitive information; develop and analyze performance processes; and establish effective working relationships.
-Leadership Ability: Ability to supervise the work of others, build consensus, and motivate a team to achieve "Outstanding" or "Exceptional" performance ratings.
