Description
Purpose Statement
The job of Manager, Early Learning Service is done for the purpose/s of implementing and managing Early Learning services (e.g. education, health, nutrition, family engagement, ERSEA, mental health, disabilities, dual language learners, etc.), planning and coordinating service area training, technical assistance, and professional development in compliance with federal and state standards and regulations, and in accordance with the PSESD goals and Early Learning Program priorities.
This job reports to Assigned Administrator.
Position is open until filled so candidates must submit application on or before best consideration date of 8/3/2026. Preliminary interviews are set for 8/10/2026 and 8/14/2026 respectively.
Essential Functions
  • Assists Service Director with personnel functions (e.g. recruiting, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Collaborates with others (e.g. subcontractors, community partners, PSESD personnel, etc.) for the purpose of ensuring that early learning services are delivered in compliance with federal and state requirements and regulations.
  • Develops long- and short-range service area plans for the purpose of delivering services in conformance with PSESD objectives.
  • Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization for the purpose of meeting the Agency's End: Success for Each Child and Eliminating the Opportunity Gap by Leading with Racial Equity.
  • Maintains a variety of manual and electronic documents, files and records for the purpose of providing up-to-date reference and audit trail for federal and state compliance and service area regulations.
  • Manages assessment and evaluation activities for the purpose of collecting and analyzing relevant to the service area deliverables data, and providing recommendations and/or ensuring services are delivered in conformance with PSESD, state and federal regulations.
  • Manages, implements, and coordinates the service area plan for all early learning subcontractors for the purpose of meeting federal and state requirements, budget regulations, and contractual responsibilities.
  • Monitors service area for the purpose of ensuring compliance and quality activities/services are being delivered as outlined in federal and state regulations, Performance Standards and EL Program service plans.
  • Oversees documentation and review of service area monitoring activities for the purpose of ensuring the Early Learning contract requirements are being met.
  • Supervises personnel (e.g., provide coaching and consultation on technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development, job performance, etc.) for the purpose of advancing the development of effective leaders and high performing teams and achieving agency and departmental objectives.
Other Functions
Assist other personnel as may be required for the purpose of ensuring an efficient and effective work environment.

Minimum Qualifications
  • Bachelor's Degree in Early Childhood Education or Early Childhood Special Education, OR Bachelor's Degree in related field AND 30 college quarter credits in Early Childhood Education;
  • Experience managing or leading early childhood education programs.

Preferred Qualifications
  • Experience working in a comprehensive birth-5 program;
  • Knowledge of early childhood curricula, screening, and assessment tools (child and classroom);
  • Experience working with low income and diverse populations including dual language learners;
  • Knowledge of federal and state early learning standards;
  • Knowledge and experience in Part C and/or Part B special education/disabilities services;
  • Experience in instructional support and/or coaching & mentoring;
  • Experience and knowledge in adult learning principles and training;
  • Experience in systems development and implementation;
  • Experience in data quality and use to inform program planning.
