Job description

Emerald Isle, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Department of State Training/ Program Manager in Blackstone, Virginia.
Position Responsibilities:
  • Provide management, direction, administration, QA, and leadership.
  • Responsible for quality and efficiency, to include both technical issues and business processes.
  • Organizational authority to execute the requirements.
  • Oversee assignment of tasks to personnel, provide high-level supervision of ongoing technical efforts, and manage overall performance to ensure the optimal use of assigned resources.
  • Authority to commit the company and make decisions for the company in response to Government issues, concerns, and problems.
  • Readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

Position Requirements
  • U.S. Citizenship
  • Bachelor's degree in a business, management, or security related field.
  • Must have 30 years of professional experience
  • Must have at least 15 years of experience managing large government programs.
  • Must have at least five (5) years of experience as a PM as a Contractor responsible for meeting contract requirements.
  • Must have at least 15 years of leadership/supervisory experience.
  • Demonstrated ability managing contracts in excess of $30 million annually and a workforce of over 250+ personnel.
  • Experience with DoS policies and procedures.
  • Experience with the function, policies, and procedures associated with security operations of us embassies and consulates abroad.
  • Ability to conduct all the responsibilities listed above and demonstrated leadership and supervisory skills.
  • Demonstrated experience in planning, evaluating, analyzing, and implementing government programs.
  • Experience as an instructor or manager of adult education programs for security professionals.
  • Experience working with FASTC - Foreign Affairs Security Training Center (FASTC)
  • At least one-year prior experience as a DPM or as a management analyst supporting a government program/contract.
  • Demonstrated experience coordinating HR and/or recruiting needs.
  • Ability to conduct all the responsibilities listed above and demonstrated communication and coordination skills.
  • Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
  • Demonstrated excellent organizational and coordination skills.
  • Excellent Microsoft Word, Excel, and SharePoint skills.
  • Ability to function effectively in complex situations with multiple stakeholders.
  • SECRET clearance and ability to potentially obtain TOP SECRET (TS) security clearance.

Position is located in Blackstone, Virginia.
The salary range for this position is $145,000 - $175,000
