Provides executive leadership, strategic direction, and oversight for ElderSource's Community Services Department, including the Aging and Disability Resource Center (ADRC), SHINE, Medicare-related programs, and other community-based initiatives. Responsible for advancing organizational goals through strategic planning, community engagement, partnership development, program expansion, resource stewardship, and regulatory compliance. Serves as a member of the Executive Leadership Team and works collaboratively across departments to identify emerging community needs and develop innovative service solutions.

I. Essential Duties and Responsibilities include the following. Other duties may be assigned.A. Executive Leadership and Strategy- Provides strategic leadership and direction for all Community Services programs and initiatives.
- Develops long-range departmental goals, objectives, and performance measures aligned with the agency's strategic plan.
- Identifies emerging community needs, service gaps, trends, and opportunities for program growth and innovation.
- Participates as a member of the Executive Leadership Team in organizational planning, policy development, and decision-making.

- Ensures departmental compliance with federal, state, contractual, and organizational requirements.
- Reviews program performance, outcome measures, utilization trends, and quality indicators.
- Ensures adequate staffing structures and resource allocation to meet program objectives.
- Serves as the agency's primary representative for Community Services programs.
- Develops and maintains strategic relationships with:
- Florida Department of Elder Affairs (DOEA)
- Area Agencies on Aging

- Represents ElderSource at local, regional, and statewide committees, workgroups, conferences, and public events.
- Engages stakeholders in collaborative efforts to improve services for older adults, caregivers, and individuals with disabilities.
- Participates in departmental budget development and resource planning.
- Monitors program expenditures and resource utilization.
- Works with ADRC Manager and SHINE Program Supervisor and Fiscal staff regarding tracking, reporting and billing activities.
- Identifies grant opportunities and funding strategies to support program growth.
- Ensures responsible stewardship of public and private resources.
- Collaborates with Finance, Programs, Planning and Compliance, Communications, and Operations departments.
- Provides executive guidance regarding service delivery enhancements and organizational priorities.
- Coordinates with Planning Manager, COO and ADRC Manager regarding disaster preparedness, response and recovery efforts.
- Supports organization-wide initiatives and strategic objectives.
- Works collaboratively with other members of the Executive Leadership Team to build mutual support and to be able to provide the best and coordinated response to requests for assistance that may come to the agency through a variety of entry points and relationships.
- Coordinates with Programs Manager to ensure contracted providers are in compliance with contracts related to spending contracts funds and with e-CIRTS reporting requirements.
- Provides Planning and Compliance Manager with information related to unmet needs and other data as needed or requested.
- Coordinates with the ECO to ensure the Helpline remains operational and can assist with staffing the Disaster Recovery Centers as needed.
- Works with e-CIRTS staff to ensure ADRC data is accurately maintained.
- Makes sure staff are fully trained on e-CIRTS utilization.
- Collaborates with e-CIRTS staff on the maintenance of the resource database.
- Be responsive to DOEA and proactive in areas requiring additional attention, as needed, to maintain good relationships and in compliance.
- Able to demonstrate to regulatory bodies and funders efforts to be in compliance with various regulations and contractual requirements (e.g. HIPAA, etc.)
- Maintains relationships with colleagues, offering assistance and support as needed.
- Shares knowledge and experience with colleagues to help all area agencies on aging/aging and disability resource centers statewide.

III. Supervisory ResponsibilitiesManages two subordinate supervisors, the ADRC Manager and the SHINE Program Manager. Position is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or ExperienceBachelor's degree (B.A.) from a four-year college or university in Social Work, Human Services, Public Administration, Health Care Administration, Gerontology, Business Administration, or related field; Master's degree preferred.
A minimum of five years of progressively responsible management experience in aging, disability, healthcare, human services, or information and referral services is preferred. Experience supervising supervisors, managing multiple service delivery functions, and working within Florida's aging network is highly desirable. Equivalent combinations of education and experience may be considered.
