General Description of the Position
THIS IS A 100% GRANT FUNDED POSITION.
The EPSCoR Finance and Program Coordinator provides comprehensive administrative leadership, financial oversight, and operational coordination for all finance-related and associated office functions supporting the CIBER Center within Delaware State University's College of Agriculture, Science and Technology. This role is responsible for executing highly complex tasks that support the EPSCoR program's financial management as well as its broader research and educational activities. The Coordinator collaborates closely with the College Finance Team, the Office of Sponsored Programs, and the Restricted Funds Accounting Office (RFA) to ensure adherence to institutional policies, regulatory requirements, and established timelines. The position also serves as a liaison to RFA for troubleshooting and technical support as needed. Working in partnership with the Project Director, the Associate Dean of Cooperative Extension and Applied Research, and the CIBER Center team, the Coordinator supports key operational priorities and programmatic initiatives. This position exercises a high degree of initiative, independent judgment, and discretion, maintaining strict confidentiality in handling sensitive financial and programmatic information. Responsibilities include developing and monitoring detailed financial reports in alignment with institutional policies and EPSCoR program requirements. The Coordinator also supports the administration of mini-grants and student funding by assisting with budget development, review, and compliance for proposal submissions and awarded projects. In addition, the Coordinator provides leadership and support to the Senior Administrative Assistant in managing daily financial operations, including invoice processing, procurement activities, preparation of financial documentation, vendor payments, and expenses related to meetings, workshops, and program events. This is a non-tenured, professional staff position.
Essential Functions & Required Knowledge, Skills and Abilities
Essential Functions
The following are the functions essential to performing this job:
  1. With the assistance of extension agents, lead and assist the Program Director and Senior Administrative Assistant with the timely inventory of supplies and equipment.
  2. Lead and assist the Program Director and Senior Administrative Assistant in following DSU data governance rules, compliance with university policies and procedures, and best practices regarding the protection of confidential data.
  3. Be available to assist with vendors and orders for various educational workshops and meetings and be prepared to be available when those activities are conducted in various locations in the state.
  4. Follow Affirmative Action and Equal Opportunity guidelines to ensure equal access to outreach education programs.
  5. Assist the Program Director with the mini-grant funding management and students' support funding related needs.
  6. Assist the Program Team with daily program activities and funding allocations and processed.
  7. Assist the Program Director and Program Team with tracking program progress and program reporting.
  8. Schedule team meetings and coordinate team member networking and communication.
  9. Assist with program progress and fnal reporting to the Delaware EPSCOR Office.
Required Knowledge, Skills, and Abilities

Qualification Standards
Education: Ph.D. degree with minimum of 2 years transferrable program/functional experiences in Biological, Life, Environmental, Natural Resources, Environmental Chemistry disciplines.
