Founded in 2009 by the Housing Authority of the County of San Bernardino, Knowledge and Education for Your Success (KEYS) is a 501(c)(3) nonprofit organization and public-private partnership dedicated to expanding access to supportive services for low-income residents throughout San Bernardino County. Our programs include case management, housing assistance, and supportive services designed to help individuals and families achieve stability and self-sufficiency.


About the Role

Reporting to the Deputy Executive Director, the Manager, Programs & Administrative Operations is a key operational leader responsible for the day-to-day performance and administration of assigned KEYS programs.


This position brings together program operations, staff leadership, budgets, grants and contracts, data, quality assurance, procurement, and performance management. The ideal candidate is a hands-on leader who can analyze challenges, develop practical solutions, and work across departments to improve organizational effectiveness.


What You'll Do

  • Lead day-to-day operations of assigned programs and ensure achievement of contractual and organizational outcomes.
  • Supervise, coach, develop, and hold Program Supervisors and Leads accountable for performance and service delivery.
  • Monitor workloads, caseloads, staffing capacity, service demand, and operational performance.
  • Manage assigned program budgets in partnership with Finance and executive leadership.
  • Support grant and contract administration, including deliverables, reporting requirements, deadlines, renewals, and closeouts.
  • Monitor program documentation and quality assurance while supporting audit and monitoring readiness.
  • Track program outcomes, expenditures, caseloads, service utilization, and other performance indicators.
  • Analyze data and operational trends to identify challenges and implement improvements.
  • Support procurement, vendor management, internal processes, SOPs, and operational controls.
  • Collaborate with Finance, Grants & Compliance, Data, Human Resources, Administration, and executive leadership.
  • Participate in meetings with funders, public agencies, auditors, vendors, and community partners.
  • Identify and escalate financial, contractual, compliance, operational, safety, and service-delivery risks.
  • Lead continuous improvement initiatives that strengthen systems, efficiency, accountability, and service delivery.


What We're Looking For

Required:


  • Bachelor's degree in Public Administration, Business Administration, Nonprofit Management, Social Services, Finance, Organizational Leadership, or a related field; equivalent combination of education and relevant experience may be considered.
  • Progressively responsible management experience in publicly funded, grant-funded, regulated, or similarly complex programs or operations.
  • Experience supervising staff and managing program operations, budgets, grants/contracts, reporting, procurement, compliance, quality assurance, or performance management.
  • Strong analytical, organizational, communication, judgment, and problem-solving skills.
  • Proficiency with spreadsheets, databases, reporting systems, and business productivity applications.


Preferred:


  • Master's degree in a related field.
  • Experience with government or publicly funded programs and contracts.
  • Experience with HUD, affordable housing, homelessness response, rapid rehousing, homelessness prevention, CalWORKs, Continuum of Care, HMIS, or related programs.
  • Experience with procurement, monitoring, audits, corrective actions, internal controls, dashboards, and process improvement.


Direct homelessness-services experience is valued but is not required when a candidate demonstrates strong transferable experience managing complex, publicly funded, regulated, or performance-driven operations.
