Job description

VISTA Technology Services, Inc. (VISTA) is currently seeking mid-level Acquisition Program Analysts to support a NAVSEA Ship Acquisition Program in the DMV Area.
This position is contingent upon contract award.
The Acquisition Program Analysts will provide acquisition, GFE/GFI, finance/budget, and contract support to a NAVSEA new ship construction and sustainment Major Defense Acquisition Program (MDAP).
Responsibilities:
  • Support the Navy Participating Acquisition Resource Manager (PARM) and Senior Acquisition Analysts team
  • Assist finance / budget team with Program Objective Memorandum (POM) drills and submissions
  • Monitor program baselines
  • Provide acquisition, logistics, finance, contract, and risk management support of shipboard GFE/GFI including monitoring Shipbuilding and Conversion-Navy (SCN) funding and Contract Data Requirement List (CDRL) submittals/changes
  • Prepare and process Purchase Requests (PRs) and contract modifications
  • Track contract spending and Unliquidated Obligations (ULOs)
  • Collect, track, and analyze program costs, schedules, and logistics data to identify trends and risks and prepare program status reports, briefings, presentations, and dashboards
  • Track and update action items and Task Planning Sheet (TPS)
  • Work with cross-functional teams, field offices, vendors and shipyard to track GFE/GFI and collect inputs
  • Respond to internal and external data calls for contract status and request for information
  • Attend and support meetings
  • Manage multiple tasks and deliver quality products and services

Basic Qualifications:
  • Bachelor's Degree OR 4 years of DoD relevant program management experience in lieu of degree
  • Federal/DoD budget execution and POM experience
  • Federal/DoD contract execution and close-out experience including tracking obligation funding and identifying risks
  • Experience using N-ERP, NEPS, SPS/PD2 and/or PBIS
  • Familiar with Navy shipboard systems CFE/GFE/GFI
  • Excellent listening, written and oral communication skills
  • Excellent analytical, organizational, and prioritization skills
  • Meticulous attention to detail in document review and quality assurance
  • Ability to collaborate in a hybrid environment with team members in multiple locations
  • Ability to learn quickly on the job and carry out tasking with minimal guidance
  • Proficient using MS Office365 (Outlook, Word, Excel, PowerPoint, Teams, SharePoint)
  • Ability to operate independently within a team environment
  • Strong analytical, problem-solving, research, and organizational skills
  • Strong verbal and written communication skills
  • Active DoD Interim Secret Clearance

Desired Qualifications:
  • 4+ years of DoD Navy program management experience
  • 2 years of DoD GFE/GFI management experience
  • Knowledge of SCN funding
  • MS Access experience

Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,000.00 to $80,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
