Job description

POSITION SUMMARY:
Supervise Finance Department personnel responsible for the accounting cycle including bank reconciliation, cash flow needs, accounts payable, fixed assets, long term debts, expense and revenue. In addition, coordinate accounting functions with payroll processing with Human Resources. Position performs complex accounting tasks with more independence and prepares financial and statistical reports with a minimum of supervision.
MAJOR POSITION RESPONSIBILITIES AND FUNCTIONS:
  • Responsible for preparing monthly financial close to ensure timely reporting to Chief Financial Officer and presentation to Board of Directors. Update budget revenue and expense to actuals in order to ensure that variances were within tolerance limits.
  • Supervise bank reconciliation, petty cash reconciliation, general ledger journal entries and monitoring of daily cash flow to ensure timely vendor payments. Coordinate accounting and financial activities such as account payables and payroll.
  • Preparation of Federal Programmatic and Financial Reports: Federal Cash Draw Down, and Federal Financial Report. Assist Chief Financial Officer in preparing Annual Uniform Data System (UDS) and OSHPD reports, and Grant Budget narratives as well as other grant, contract and foundations required financial statements.
  • Assist in other financial and accounting projects as assigned.
  • Coordinates and participates in accounting tasks related to the maintenance of EVCHC's financial record keeping, reporting and control system.
  • Prepares and presents to Chief Financial Officer with month and year-end closing including account analysis and report distribution.
  • Audits and review operation and project account expenditures for correctness and budgetary control.
  • Maintains detailed fixed asset records, including categories, useful lives and costs.
  • Assists with payroll time-keeping entry and allocations.
  • Maintains general ledger control account of accounts receivable & payable system and prepares aging reports.
  • Assists with the development of budget work papers and final document preparation.
  • Assists other departments in coordination of EVCHC's purchasing opportunities and monitors adopted policies and practices related to authorize limits, approvals, processing and formal bidding.
  • Ensures purchases and vendor selections follow procurement policy.
  • Other duties as assigned.

KNOWLEDGE OF:
  • Generally accepted accounting and auditing principles and their application to a variety of accounting transactions and problems.
  • Principles and methods of finance administration and supervision.
  • Principles and practices of budget preparation and administration.
  • Applicable Federal, State and local laws, codes and regulations.
  • Automated financial management system characteristics and applications.
  • Modern office equipment, practices and procedures.
  • Federal Rules & Regulations regarding grants including OMB Uniform Guidance and Federal Cost Principals.

ABILITY TO:
  • Communicate clearly and concisely, both orally and in writing.
  • Communicate complex financial concepts to subordinates and non-accountants.
  • Identify problems, analyze data, and recommend solutions.
  • Prepare and monitor a budget.
  • Establish and maintain effective working relationships.
  • Analyze and interpret financial and accounting records.
  • Prepare clear and concise administrative and financial reports.
  • Prepare complex financial statements, reports and analyses.
  • Interpret and apply complex Federal, State and local policies, procedures, laws and regulations.
  • Identify, recommend, and implement improvements to accounting methods and procedures.
  • Operate a PC and related software programs.

QUALIFICATIONS FOR POSITION:
  • A bachelor's degree from an accredited college or university with major course work in accounting, finance or a related field.
  • Four (4) years of increasingly responsible professional level accounting experience, preferably non-profit.
  • A master's degree in finance, accounting, public or business administration or a CPA may be substituted for one year of experience.
  • Auditing Experience in a Public Accounting Firm a plus.
  • Federal Qualification Health Center reporting and program requirements a plus.
  • Work in Medical Practice a plus.
  • Driver's License (Required).

LANGUAGE SKILLS:
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers.

MATHEMATICAL SKILLS:
  • Ability to work and apply concepts such as percentages, ratios and proportions to practical situations.

REASONING ABILITY:
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

SOFTWARE APPLICATIONS:
  • Microsoft Office Suite (i.e., Word, Outlook, Excel (Pivot Tables)), Accounting Systems and E H R applications.

PERSONAL QUALITIES:
  • Able to relate well to the cultural and ethnic characteristics of the EVCHC community.
  • Enthusiastic; able to work independently and with others.

AMOUNT OF TRAVEL AND ANY OTHER SPECIAL CONDITIONS OR REQUIREMENTS:
  • A moderate amount of local and/or out of town travel may be required.

HOURS PER WEEK:
  • A minimum of 40 hours per week is required.
