Job Description
Grade/Salary Range: B32 ($57,012.80 - $69,264.00/annually) - Exempt
* Salary commensurate with experience
Position Summary:
Under the direction of the Accounting Services Senior Manager, the Accounting Services Supervisor is responsible for generating and analyzing financial data, including accounts payable, accounts receivable, payroll, benefits, travel, and encumbrances while assisting the senior manager in the coordination of accounting functions and daily activities of the accounting staff. Supervises accounting staff, prepares performance evaluations, facilitates cross-training, and is a backup to support staff. Ensures compliance with local, state, and Federal regulations, provides documentation and administrative support for agency audits, enters journal entries, prepares and files grant and Medicaid reports, monitors budgets, and prepares budget revisions.
Responsibilities include but not limited to:
  • Supervises direct reports by assigning tasks, identifying problems and resolutions, providing leadership through training, coaching, discipline, accountability, evaluating performance and serving as a liaison between staff and Senior Manager. Approves timecards and time off requests for direct reports. Encourages professional development for all employees within their department(s) by providing training opportunities to staff and by attending trainings and conferences. Conducts individual and departmental/program meetings and reports out to Office Director.
  • Develops and directs implementation of plans, goals, and objectives for the department/program. Determines how and assigns who will complete tasks related to the implementation of plans, strategies, objectives, programs, and services as directed by Senior Manager or Office Director. Determines work priorities and manages workload of direct reports. Assists Senior Accounting Manager with ALE/journal entries, encumbrances, internal controls, and indirect cost reporting. Provides backup to Accounts Payable, Accounts Receivable and Payroll as needed.
  • Oversees financial activities and responsible for assisting departments and/or programs with budget preparation and development, approving spending such as travel, lodging, mileage, supplies, equipment purchases, and monitoring revenue (when applicable). Administers agency grant programs, prepares or assists with monthly and year-end financial reports, and provides documentation and administrative support for agency audits. Manages and requests allocation of resources to meet goals.
  • Monitors staff implementation of office procedures and practices. Recommends changes when necessary. Trains new staff in current office routines, procedures, and practices including software and reporting.
  • Supports agency and Office goals, mission, vision, values, and objectives through document review, compiling data, analyzing data, and special projects as assigned. Represents the agency in the event of an emergency. Participates on interview panels and in applicant selection process. Attends Board of Health meetings as requested as a subject resource by answering questions, adding clarification, or reporting out as applicable.
  • Adheres to compliance protocol with Federal, state and local regulations. Responsible for rule, code, and policy implementation. Implements and monitors changes to laws and regulations that impact their department(s).

Job Requirements
Minimum Qualifications:
  • Associate's degree in Accounting or Business Administration with three (3) years' experience working in an accounting capacity
  • Two (2) - Four (4) years' supervisory experience in an accounting capacity.
  • Strong understanding of accounting principles.
  • Strong organizational, leadership, and project management skills.
  • Proficient with using computerized accounting system(s).
  • Proficient with Microsoft Office
  • Understands and acknowledges that Public Health - Dayton & Montgomery County uses evidence-based and evidence-informed public health practices based on scientific research including health promotion theory and practice, environmental health measures, and communicable disease control measures including vaccination, isolation, and quarantine practices, and medicine for treatment and prevention of disease, among others.
  • Understands and acknowledges the use of tobacco or nicotine products in any form including replacement therapy products and prescription medications used to treat smoking addiction for anyone hired after January 1, 2014, is prohibited
  • Required to play an active role during a public health emergency, crisis, outbreak, incident, or event in which the Health Commissioner deems additional personnel resources are warranted. This may include changes in responsibilities and working locations/hours
  • Completion of Incident Command System 100 and National Incident Management System 700 courses within 90 days of hire
  • Valid State of Ohio driver's license and insurance on any personal vehicle that will be used for work

Preferred Qualifications:
  • Bachelor's degree in Accounting or Business Administration
  • Five (5) years' experience working in an accounting capacity
  • Five (5) years' supervisory experience in an accounting capacity.
  • Knowledge of GAAP
  • Experience in grant administration
