Job Summary

The Instructional Designer will join the Voter Registration & Election Management Solution (VREMS) Training Team.

This role focuses on designing, developing, and delivering engaging training content to support election officials at the state, county, and city levels, as well as temporary election workers and the general public. You will create digital and print learning experiences that make complex election administration processes accessible, accurate, and easy to follow.

You will translate federal and state election laws, regulations, and procedures into clear, interactive training resources.

Deliverables include eLearning modules, facilitator and learner guides, job aids, microlearning, handouts, PowerPoint presentations, video scripts, and knowledge base articles.

This role blends creativity with technical expertise. Youโ€™ll use Adobe Captivate and Adobe Learning Manager to create eLearning, Zendesk to build and organize knowledge base content, and Microsoft Office, SharePoint, and Smartsheets to develop content and manage resources.

Youโ€™ll work closely with subject matter experts in the Elections Division and with county and city election offices to ensure materials are consistent, user-friendly, and scalable across the state.

This position plays a critical role in supporting the transparency, accuracy, and efficiency of Nevadaโ€™s elections through high-quality training and knowledge resources.

The ideal candidate brings strong instructional design skills, attention to detail, and the ability to create learning that supports both new and veteran election officials as they navigate the long learning curve of election administration.

Key Responsibilities

  • Design, develop, and maintain engaging training materials in multiple formats (eLearning, facilitator/learner guides, PowerPoints, videos, microlearning, handouts, and job aids).
  • Balance speed with quality, producing professional, polished content by defined deadlines while maintaining accuracy and instructional integrity.
  • Collaborate with subject matter experts in the Elections Division and local election offices to ensure training content is accurate, relevant, and easy to apply.
  • Translate complex election processes, regulations, and laws into clear, accessible, and engaging learning experiences for diverse audiences.
  • Support both in-person and virtual training delivery using Microsoft Teams and other tools.
  • Continuously evaluate training effectiveness and recommend improvements based on feedback and results.
  • Manage multiple projects and deadlines while maintaining attention to detail and quality.
  • Contribute to the ongoing development of Nevadaโ€™s election training program and help shape new approaches to statewide learning initiatives.

Qualifications, Skills, & Abilities

  • Strong instructional design skills with experience creating eLearning, instructor-led training, blended learning programs, and certification programs.
  • Minimum of 3โ€“5 years of instructional design or related experience preferred (equivalent combinations of training, education, and experience will be considered).
  • Proven ability to design and deliver high-quality content quickly, adapting to shifting timelines and priorities.
  • Proficiency in instructional design software and learning management systems (e.g., Adobe Captivate, Articulate, Adobe Learning Manager, Cornerstone, or similar) and the ability to quickly learn new or related platforms.
  • Experience with knowledge base systems and collaboration tools (e.g., Zendesk, SharePoint, Confluence, Smartsheets, Microsoft Teams, or similar).
  • Strong skills in Microsoft Office Suite (Word, PowerPoint, Excel) or equivalent productivity tools.
  • Ability to write clearly and concisely, simplifying complex topics into engaging, learner-friendly content.
  • Strong visual design sense and experience creating polished, professional learning materials.
  • Knowledge of adult learning principles and best practices in instructional design.
  • Comfortable working with both digital and print training deliverables.
  • Excellent collaboration and communication skills to partner effectively with subject matter experts, election officials, and project team members.
  • Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and keep pace in a fast-moving environment.

  • Previous experience working in elections, government, public administration, or other compliance-driven environments.
  • Instructional design certifications (e.g., ATD, CPLP, Kirkpatrick, etc.).
  • Associate or bachelorโ€™s degree in instructional design, training, education, communications, or a related field.
  • Experience with video editing, graphic design, or multimedia production to enhance learning content.
  • Familiarity with accessibility standards (e.g., WCAG) and designing for ADA compliance.
