Position Summary
Works under the general supervision of the Deputy Administrator of Development Services to enforce the Memphis and Shelby County Unified Development Code and review and certify building permits, certificates of occupancy, zoning letters, and administrative site plan review. Manages and participates in permit issuance and assists applicants and customers with general information requests regarding the zoning code and process.
Pay Grade: 55
Salary Commensurate with Experience and Education
Minimum Qualifications
- Five (5) years of experience as a project manager, community development planner, city planner, community development, urban planner or related field working in a public planning department, private planning, design, engineering or architectural consulting firm; AND
- Bachelor's degree from an accredited college or university in planning, engineering, architecture, geography, business, or closely related field; OR
- An equivalent combination of related education and/or experience.
- PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
- Assists in supervising the Development Services and Zoning Review Staff.
- Manages and assists in the review and issuance of permits, certificates of occupancy, and administrative site plan review and zoning letters.
- Manages and assists in zoning and site plan review for commercial and residential applications as part of the permit issuance workflow.
- Analyzes and interprets the Unified Development Code and its subsequent amendments.
- Assists applicants and customers with zoning inquiries and issues in the office, over the phone, and online.
- Performs site visits to ensure zoning compliance.
- Performs other related duties as required or directed.
Knowledge, Skills, and Abilities
- Knowledge of general principles of zoning law and practice.
- Knowledge of the Memphis and Shelby County Unified Development Code.
- Knowledge of general permit issuance structure and process.
- Knowledge of Accela functionality and its applicability to the development process.
- Strong oral and written communication skills, including a demonstrated ability to write clearly and persuasively.
- Strong customer service skills.
- Demonstrated skill in the preparations of summaries, narrative statements, and analyses of the pertinent technical facts.
- Working knowledge of federal, state, and local regulations and policy regarding planning, zoning, and land use.
- Demonstrated ability to work with and respectfully engage in diverse populations.
- Demonstrated ability to manage others in a team environment.
