Job description

Salary Range: $60,029.58 - $92,456.00

Works under the general supervision of the Land Development Manager in the City Engineering Division to maintain the website data management system (Accela) for development plans and permitting requirements, and coordinates policy and procedures by maintaining and updating all standards, guidelines, and Standard Operating Procedures (SOPs) to reflect current engineering practices. Provides technical guidance, recommendations, and operational support for both internal and external Accela users to ensure efficient database use and workflow management. Manages database operations to ensure all deliverables meet division goals, specifications, and contract requirements. Implements and evaluates information management solutions to identify best practices and technologies that enhance productivity. Serves as the system architect for the division's engineering plan and permit submittal processes by initiating workflows, monitoring submissions, and distributing permit inquiries, requests, and payments. Provides customer service support to 901 Portal (Accela) users, assisting them in navigating the engineering database and completing required steps in the permitting and standards process. Provides plan review assistance to the Engineering Division, private developers, and contractors, ensuring compliance with established requirements. Tracks and provides updates on project plan reviews submitted to City Engineering, maintaining accurate records of all Land Development Office (LDO) accounts and Accela inquiries. Guides private citizens through Accela-based requests and Land Development Office procedures. Provides direction and guidance related to Right-of-Way (ROW) requirements and issues. Creates and maintains engineering workflows within the Accela database to support continuous process improvement. Conducts quarterly reviews of all LDO policies and procedures to ensure ongoing compliance with current standards.

Bachelor's degree in Business, Accounting, Computer Science or a related field with knowledge in database management and six (6) years' experience in application systems analysis or database management; or any combination of experience or training which enables one to perform the essential job functions. Working experience with Microsoft Office Suites, Oracle Applications, and Accela database is strongly preferred. Must possess and maintain a valid driver's license as a condition of continued employment.
