\r\n\r\n\r\nTHE AGENCY\r\n\r\n\r\n\r\nZone 7 Water Agency\r\nis located in the Tri-Valley region of the eastern San Francisco Bay Area. It\r\nprovides water on a wholesale basis to the cities of Pleasanton, Livermore,\r\nDublin and the Dougherty Valley area of San Ramon, and flood-protection\r\nservices to all of eastern Alameda County. Zone 7 employs approximately 116\r\nfull-time employees and operates on an annual budget of $80.3 million dollars.\r\nThe Agency's administrative offices are located in Livermore, CA, the\r\neasternmost city of Alameda County, which is bordered by Contra Costa County to\r\nthe north and San Joaquin County to the east. This class is distinguished from the next higher level of Senior Engineer/Geologist, Zone 7, in that the latter class has first-line supervisory responsibility over professional and technical staff, while the former will usually be responsible for an entire project and, within established administrative limits and time schedules, will plan, organize and/or execute the project with a minimum of supervision or will have responsibilities for program operations. The class of Associate Engineer/Geologist, Zone 7, is further distinguished from the next lower class of Assistant Engineer/Geologist, Zone 7, in that while the latter class is the journey level, they are usually assigned the smaller and/or routine projects of average difficulty or a portion of a major project. If Assistant and Associate Engineers/Geolgists are assigned to the same project, the higher level is normally in charge and assigns and reviews the work of the Assistant Engineers/Geologists.\r\n\r\n\r\n\r\nFor\r\nmore detailed information about the job classification, visit:Associate Civil Engineer/Professional Geologist, Zone 7 (#4965)\r\n\r\n\r\n\r\nIDEAL CANDIDATE\r\nThe ideal candidate has experience with a proven track record of success that demonstrates knowledge, skills, and abilities in the following areas:\r\n\r\n\r\n\tA self-starting individual who is proactive and takes initiative and has proven engineering experience working on water supply system (e.g., pipelines, pump stations, groundwater wells, and surface water treatment) projects and studies and managing contracted services (e.g., consultants and contractors) with minimal supervision;\r\n\tStrong project management skills, including planning, budgeting, scheduling, and coordinating multidisciplinary teams, for water supply projects related to pipelines, pump stations, water treatment plants, and/or groundwater wells;\r\n\tPossesses a broad working knowledge of engineering and project management principles and practices in water resources (e.g., water supply) along with experience with related codes, ordinances, and laws;\r\n\tAbility to work with regulatory agencies to implement projects;\r\n\tCollects and synthesizes data/information from a variety of sources in an objective and scientific manner to reach a sound conclusion, recommendation or forecast;\r\n\tSets reasonable goals and develops a plan to achieve goals while ensuring routine activities continue productively;\r\n\tExhibits adaptability and enthusiasm when faced with changes and challenges;\r\n\tPractices strong interpersonal communications to maintain constructive relationships with the public, other agencies, developers, engineering firms, contractors and all levels of staff across the Agency, fostering cooperation and collaboration to ensure efficient completion of projects and goals;\r\n\tEffectively presents, receives, and articulates information and concepts, in both written and oral formats and\r\n\tUtilizes and manages technology (e.g., GIS) and other resources to achieve Agency objectives.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\nTO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I or II), CERTIFICATE, AND DRIVERS LICENSE.\r\n\r\n\r\n\r\nEITHER I\r\n\r\nExperience: The equivalent of one year of full-time experience in the class of Assistant Engineer/Geologist, Zone 7. \r\n\r\n\r\n\r\n\r\nOR II\r\n\r\nEducation: Possession of a bachelor's degree from an accredited college or university in Civil Engineering, Geology or a closely related field. (Possession of a valid State of California Engineer-In-Training certificate may be substituted for the required degree.) \r\n\r\n\r\nAND\r\n\r\nExperience: The equivalent of three years of full-time, progressively responsible professional engineering/geological experience. \r\n\r\n\r\nCertificate: Possession of a valid California Certificate of Registration as a Professional Engineer issued by the California State Board of Registration for Civil and Professional Engineer, or a valid California Certificate of Registration as a Registered Geologist issued by the California State Board of Registered Geologists and Geophysicists. \r\n\r\nLicense: Possession of a valid California Motor Vehicle Operator's license. \r\n\r\nNOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\r\n\r\n

KNOWLEDGE AND SKILLS

The\r\nmost suitably qualified candidates will possess the following competencies:\r\n\r\nKnowledge of:\r\n Principles and practices of civil engineering as applied to a water agency, including design and construction, surveying and drafting, materials engineering and soil mechanics, environmental impact analysis and stress analysis. \r\n Principles of hydrology, hydraulics, hydrogeology and water resources management. \r\n Principles and practices of project management and contract administration, including planning, organizing, delegating, scheduling and controlling. \r\n Engineering mathematics, economics and statistical analysis. \r\n Construction methods, material, specifications and codes. \r\n Computer software applications related to engineering/geology. \r\n Applicable codes, regulations and standards relating to water resources, water quality and civil engineering. \r\n\r\nAbility to:\r\n Effectively organize and coordinate complex engineering/geological projects, studies and contracted services. \r\n Prepare and oversee preparation of plans, designs, sketches, estimates and specifications. \r\n Apply engineering principles and computer programs to the solution of engineering/geological problems. \r\n Conduct engineering/geological studies, investigations and analyses. \r\n Analyze and interpret complex data and reports and reach sound conclusions and forecasts. \r\n Read, understand and interpret engineering/geological data, maps, survey notes, legal descriptions and other material. \r\n Prepare clear, concise and accurate reports and correspondence. \r\n Maintain accurate data and records. \r\n Deal tactfully and effectively with the public, other agencies, developers, engineering firms and contractors, and other employees. \r\n Lead assigned staff in completion of projects and tasks. \r\n\r\nOther Requirements:\r\nMust be willing and able to work in exposure to chemical, mechanical and electrical hazards and outdoors all weather conditions. May be required to respond to emergencies in off-hours.\r\n\r\n

EXAMINATION COMPONENTS

THE EXAMINATION WILL\r\nCONSIST OF THE FOLLOWING STEPS:\r\n\r\n\r\n\r\n\r\n A review of\r\n applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum\r\n requirements for the class will move on to the next step in the examination\r\n process.\r\n A review of the\r\n supplemental questionnaire to determine the best qualified that will be\r\n weighted as qualifying only (pass/fail). Candidates who pass the best qualified\r\n exam component will move on to the final step in the examination process.\r\n An oral examination\r\n which will be weighted as 100% of the candidates' final examination score.
