Key Personnel is seeking an Underground Water Utility Estimator in Tulsa, OK

Underground Water Utility Estimator Hours: Monday – Friday | 7:30 AM – 4:30 PM
Underground Water Utility Estimator Pay Range: $21.00-$35.00/hr DOE
Underground Water Utility Estimator Job Summary:

The Underground Water Utility Estimator is responsible for preparing accurate, competitive, and profitable cost estimates for underground water distribution, sanitary sewer, storm drainage, and related utility construction projects. This position reviews plans, specifications, and bid documents to determine labor, materials, equipment, subcontractor, and project costs. The Estimator works closely with project managers, engineers, vendors, and field personnel to ensure bids are complete, competitive, and aligned with project requirements.

Underground Water Utility Estimator Essential Duties & Responsibilities:

  • Review project plans, specifications, geotechnical reports, and contract documents.
  • Perform detailed quantity takeoffs for underground water, sanitary sewer, and storm drainage systems.
  • Solicit and evaluate pricing from suppliers, subcontractors, and equipment vendors.
  • Prepare comprehensive project estimates including:
    • Materials
    • Equipment
    • Labor
    • Excavation and backfill
    • Traffic control
    • Surface restoration
    • Testing and inspections
    • Permits and miscellaneous project costs
  • Develop competitive bid proposals and assist with preparation of bid packages.
  • Identify project risks and recommend value engineering opportunities.
  • Analyze historical cost data to improve estimating accuracy and consistency.
  • Coordinate project handoff with Project Managers following contract award.
  • Maintain estimating databases, unit pricing, and vendor cost information.
  • Track bid results and evaluate estimate performance for continuous improvement.
  • Assist in negotiating pricing with vendors, suppliers, and subcontractors.
  • Ensure compliance with company policies, contract requirements, and applicable regulations.

Underground Water Utility Estimator Technical Skills

Required:

  • Experience estimating underground utility construction projects involving water, sewer, and storm drainage systems.
  • Ability to read and interpret civil engineering plans, specifications, and contract documents.
  • Strong quantity takeoff and cost estimating skills.
  • Proficiency with Microsoft Office, including Excel.
  • Strong mathematical, analytical, and problem-solving abilities.
  • Excellent organizational skills with strong attention to detail.
  • Ability to manage multiple bids and deadlines simultaneously.
  • Strong written and verbal communication skills.

Preferred:

  • Experience with estimating software such as HeavyBid, HCSS, Bid2Win, Agtek, Bluebeam, or similar platforms.
  • Knowledge of municipal utility construction, DOT standards, and public infrastructure projects.
  • Experience with value engineering and bid strategy development.

Underground Water Utility Estimator Qualifications:

  • High school diploma or GED required; Associate's or Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related field preferred.
  • Previous estimating experience in underground utility, heavy civil, or site construction required.
  • Strong understanding of excavation, grading, utility installation, and restoration processes.
  • Ability to work independently while collaborating effectively with project teams.
  • Stable work history with strong professional references.

Physical Requirements:

  • Ability to sit for extended periods while preparing estimates and reviewing project documents.
  • Ability to walk construction sites and attend pre-bid meetings as needed.
  • Ability to lift and carry up to 25 pounds occasionally.
  • Ability to work both in an office environment and outdoors during site visits.
