Job description

Responsibilities
Directly responsible for providing direct support to the Office of Geomatics by advancing the GeoData Cooperative and the Geospatial Repository and Information Database (GRiD) programs. This crucial role involves shaping the current and future plans of these programs by developing, documenting, and allocating strategic requirements. The position is responsible for delivering senior-level engineering solutions for the most technically challenging program components, which may include providing hands-on software engineering support for various applications. Provide Cross-Organization and Program Office integration services to ensure that discrete program and project-level solutions come together seamlessly to deliver comprehensive mission capabilities. They will also direct the development of key documentation, including Statements of Capabilities (SOCs), Capability Requirements Policy and Instructions, and System Document/Interface Control Documents (ICDs). Assist in the maintenance of policy interfaces and relationships with the Department of Defense (DoD) Joint Capability Integration and Development System (JCIDS), the Intelligence Community Acquisition Model, and other relevant systems.
Duties include:
  • Provide government strategic support in leading the GeoData Cooperative implementations including current and future partners.
  • Spearhead the GRiD initiative, a collaboration between the US Army CRREL and the NGA.
  • Drive system modernization by analyzing user requirements, architectures, and procedures for traceability, identifying automation opportunities, and evaluating cloud service capabilities to overcome workflow and scheduling constraints.
  • Provide direct oversight in directing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG) and Federal Agencies.
  • Lead the advancement of 3D data production, storage, discoverability, and visualization techniques.
  • Lead the evaluation of proposed changes, impacts, technical architectures and documentation, e.g. Rough Order of Magnitude (ROMs), Resilience Plans and Continuity of Operations (COOP) planning documentation.
  • Translate critical government and customer requirements into technical solutions and system capabilities for the GeoData Cooperative and GRiD.
  • Provide strategic technical planning, project management, performance engineering, risk management and interface design for GeoData Cooperative and GRiD to reliably and consistently maintain Foundation 2D/3D/4D layers, as well as to provide data and value-added information to the NSG, ASG, Federal, civic communities.
  • Demonstrated experience leveraging multi-domain cloud environments-specifically NGA's Cloud Infrastructure (Unclassified, Secret, and Top Secret)-and high-performance computing resources to ensure future mission success while minimizing costs.
  • Lead the facilitation of government meetings, seminars, meeting invitation, tracking, documentation, trainings, notes, and appropriate media /document security.
  • Work closely with the team members to ensure the goals are being met and assist in development of future plans for the GeoData Cooperative, GRiD, and the Office of Geomatics.
  • Work with Source Directorate and other members to provide data layers and services necessary to enable Geoint Foundation Engine (FGE).
  • Lead large scale solutions that assess, evaluate and perform end-to-end data production workflows for gridded elevation data, imagery derived 3D point clouds, 3D meshes, 3D models, and 3D vectors supporting product generation, 3D data storage, discoverability and visualization techniques based primarily on, commercial, open source and government developed capability.
  • Enable output to utilize GEOINT Services, extract enriched data to expose on the NGA GRiD, and Big Data rich problem-solving via advanced analytics.
  • Provide hands-on software engineering support for the various applications utilized.
  • The candidate will apply their depth and breadth of understanding of stereo analysis, sensor technologies, bare earth and reflective surface models, industry/academic partnerships, emerging customer requirements and production solutions to support internal and external customers.
  • Perform customer outreach and partner engagement advocating GEOINT Functional Management.
  • Ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issue; expert ability to identify, articulate, document, and mitigate knowledge gaps or alternative approaches.

Qualifications

Required:
  • Master's degree in Systems Engineering, Computer Science, Information Technology, Management Information Systems, Geography or related STEM degree program, or equivalent 18+ years of work experience as an System Engineer.
  • 18+ years of work experience in technical collection, collection system development, requirements policy development and requirements management.
  • Knowledge of and work experience in intelligence operations providing needs, capability gaps and capability requirements support to policy, planning, and/or operations strategy and development for a variety of disciplines (e.g. Geospatial Intelligence, elevation data and processes, Measurements and Signatures Intelligence, and Communication Systems).
  • Knowledge of and experience with any of the following: programmatic management, strategic planning, systems analysis, evaluation techniques, or requirement and performance management.
  • Knowledge of the DoD/IC and its components, missions, and interrelationships, including the ability to lead broad-based teams regarding key issues.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly

  • Extensive knowledge of data products (e.g. DGED, DTED, HRTE, TanDEM-X, TERCOM, Buckeye, ) and their uses.
  • Extensive knowledge of 3D and elevation data generation systems (e.g. IFSAR, LIDAR, autocorrelated EO and RADAR).
  • Extensive knowledge of data formats (DTED, GeoTIF, NITF), standards, and distributions systems.
  • Expert knowledge of data and rendering formats.
  • Expert knowledge of the Point Data Abstraction Library (PDAL) and Geoint Data Abstraction Library (GDAL).

Target Salary Range
$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
