Position Title: Second Shift Shelter Supervisor Date: May 5, 2026

Reports To: Shelter Director Department: Shelter

JOB PURPOSE:

This position will be responsible for the day-to-day oversight of the Emergency Shelter, which will include being onsite to manage operations and supervision and development of staff. The Siena Francis House operates a low-barrier shelter to serve the community’s adult homeless population, the individuals served in shelter have various presenting problems including mental illness, substance abuse disorders, are unemployed and/or disabled, and may have chronic medical conditions. The Second Shift Shelter Supervisor will promote a “housing focused” philosophy to help individuals served in shelter achieve appropriate housing as part of the crisis response system.


The regular schedule for this position is Monday-Friday 2:30pm-10:30pm. This position participates in a rotating weekend and on-call schedule with other Shelter Supervisors, the Medical Respite Coordinator, and the Miracles Residential Supervisor. During assigned on-call rotations, which occur approximately every 4–6 weeks, the employee serves as the primary management contact for shelter operations and Miracles from Friday at 5:00pm through Monday at 8:00am.


Responsibilities include responding to program-related calls, providing guidance and support to staff, addressing operational and emergency situations, and ensuring continuity of services. This position may occasionally work outside of regularly scheduled hours to support shelter operations, provide coverage across shifts, respond to urgent needs, and ensure appropriate supervision and continuity of services.

 

ESSENTIAL JOB DUTIES:

  • Provide professional direction to shelter operations and ensure operations are in line with current policies and procedures.
  • Responsible for shift employees understanding and adhering to agency policies, reporting unresolved issues to appropriate personnel, acting as a liaison between administration and case managers.
  • Communicate pertinent information with the next shift’s supervisor.
  • Perform duties of supervisees if needed.
  • Directly supervise 2nd shift of the emergency shelter staff. Provide coaching to staff on performance, utilizing strengths-based approaches and complete annual evaluations of staff. 
  • Responsible for ensuring the shelter environment is clean, free from hazards and maintained in accordance with safety standards. 
  • Work with the administrative assistant on scheduling shelter staff and ensuring adequate coverage of the shelter, at all times. 
  • Oversee the pest control process with all shift supervisors.
  • Orient new staff and provide on-going training and development through orientation and annual training plans. 
  • Conduct one-on-one supervision and team meetings with staff and promote a high level of communication regarding operations and current issues. 
  • Help oversee the bed bug process.
  • Oversee data quality. Ensure accuracy of daily census and bed chart. Train and mentor staff on HMIS functions so they can proficiently carry out the duties of entry and exit of shelter, as well as complete intakes, process alerts and record services. 
  • Coordinate with the case management team on identifying clients who need intensive case management, due to behaviors in shelter, length of time in shelter, and need a higher level of care, etc.
  • Collaborate with shelter director and other shift supervisors concerning guests, staff, and building issues.
  • Provide emergency crisis intervention, problem solving, and de-escalation to guests as well as supporting staff.
  • Be a liaison between guests and agencies and Siena Francis House operations and guests.
  • Promote customer service to clients and outside entities.
  • Respond to complaints and manage responses to formal client complaints per facility policy.
  • Oversee work pass process and review work passes and coordinate with case management for housing plans.
  • Review shift reports daily and address issues, as warranted, in shift reports. 
  • Ensure orientation of shelter guests and rights and responsibilities.
  • Review and manage all incident reports and address any follow-up actions needed. 
  • This position will rotate on-call responsibilities with other Siena Francis House Supervisors.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • Other duties as assigned.


EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High school degree required; bachelor’s degree preferred. At least year experience working with homeless and/or in a shelter, residential setting, with adult clients experiencing mental health and drug dependence disorders.
  • Demonstrated ability to maintain accurate and timely documentation.
  • Proficient with computer skills and the ability to use computer to enter data and create reports in databases and other software.
  • Demonstrated ability to appropriately resolve crisis situations.
  • Maintain appropriate boundaries and ability to set limits.
  • Preference will be given to applicants with experience training and supervising experience.
  • Excellent communication skills both written and oral.
  • Basic working knowledge of Windows (MSWord, Excel and publisher). Good working knowledge of e-mail and Internet and HMIS/Clarity.
  • Positive attitude; energetic; dedicated to helping the homeless and/or chemically dependent.
