Job description

The Southern Oregon ESD Focal Student Groups program seeks a Migrant Education Recruiter to join the team. This person will communicate with families and district staff in Jackson and Josephine Counties. This person will have a workspace at the SOESD District Office in Phoenix. This person also works in the community when meeting with families of community partners.
The primary role of this position is to identify and recruit students for the SOESD migrant education program and to inform families of services available to them in order to support academic success for students and nurture communication and understanding between families and school staff. This person travels in the community to meet potential migrant students and their families atย their homes, schools, or places of work. The person in this role must understand and be able to apply the technical program eligibility requirements and submit certificates of eligibility to the state database. Regularly scheduled required meetings and training are held to support the work. This person works closely with other SOESD Migrant Education staff to collaborate on shared projects and ensure compliance with all state and federal regulations. This person also attends Migrant Education parent meetings in schools and provides short presentations as requested. After initial training, study, and support, this person must successfully pass the federal Migrant Education recruiter assessment and complete other requirements within X months of employment to continue in the position (3 or 4 months? whatever we deem reasonable).

POSITION GOAL:ย To increase parent involvement by developing positive relationships between the school and the migrant families and to assist the families with understanding community resources and systems in order to empower them to overcome barriers to the migrant students' educational success. To provide ongoing recruitment support for Migrant staff.
ESSENTIAL FUNCTIONS:




  1. Provide guidance to SOESD Migrant staff in maintaining and updating lists of potentially migrant students.
  2. Interview, at a minimum, an average of two potentially migrant families per workday to determine eligibility for Title IC-Migrant Education services.
  3. Complete Certificates of Eligibility (COEs) for qualified families accurately as measured by error and defect rates defined and recorded in the SOESD COE Quality Review meetings.
  4. Provide recruitment support and technical assistance in regular SOESD COE Quality Review meetings.
  5. Inform qualified families of available Title IC-Migrant Education services.
  6. Coordinate with community service agencies and organizations to arrange for them to participate in and/or present at events for Migrant families in order to empower families to access needed services.
  7. Serve as interpreter for Migrant families in small and large group situations.
  8. Arrange for and facilitate events and/or meetings at appropriate times for Migrant families.
  9. Organize and facilitate the Parent Advisory Committee (PAC).
  10. Maintain appropriate records of activities and contacts.
  11. Perform other duties as assigned by supervisor.ย 

MINIMUM PREREQUISITES:

  1. Two years of college coursework.
  2. Ability to obtain "Certification to Identify and Recruit Migrant Students" within the first two months of employment.
  3. Bi-literate in Spanish/English.
  4. Bicultural.
  5. Excellent communication and interpersonal skills.
  6. Expertise in working with migrant families.
  7. Leadership experience in organizing and conducting meetings.
  8. Ability to attend required training out of the local area.
  9. Ability to regularly work outside of a standard work schedule.
  10. Ability to understand and adhere to the laws related to Title IC-Migrant Education.
  11. Basic computer skills.
  12. Valid Oregon driver's license and reliable transportation.
  13. Perform physical requirements unaided or with reasonable accommodations.ย 

Any equivalent combination of experience, certification and training/education, deemed by the district, which provides the knowledge, skills and abilities necessary to perform the essential functions of this job may be used as an alternative to this prerequisite.
