Job description

GENERAL FUNCTION

Supports the implementation and administration of Peninsula Light Company’s (PLC) Energy Efficiency and Conservation programs. Performs work requiring technical knowledge of residential and commercial sector energy efficiency program implementation, customer engagement, and program support. This position assists with researching, planning, coordinating, and tracking various energy services projects and programs. The Energy Services Specialist works with members, contractors, and internal staff to facilitate participation in PLC’s energy efficiency and renewable energy offerings. The incumbent also supports the PLC’s key accounts efforts and assists with the development and delivery of new and emerging programs.

Pay range: $72,260 To $88,240 Per Year

SUPERVISORY RESPONSIBILITIES

This is a non-supervisory position, functioning in an analytical and project management capacity. This position may oversee the work of other employees assisting in the program.

KEY RESPONSIBILITIES / ESSENTIAL FUNCTIONS

  • Assist with researching and identifying energy services program opportunities, products, grants, and projects.

  • Support the planning, implementation, and monitoring of energy efficiency projects and programs.

  • Assist in preparing financial analyses, including pricing options and budget estimates, in support of new and existing services, programs, and projects.

  • Review and interpret federal and state program requirements, contracts, technical standards, and procedures related to federally and state funded programs and services.

  • Maintain conservation program tracking and reporting systems in accordance with federal and state requirements.

  • Provide technical information and assistance to members related to energy efficiency measures, program participation, renewable energy programs, and conservation services, including responding to member inquiries regarding energy efficiency options.

  • Assist with coordination of PLC’s Conservation Potential Analysis (CPA) and annual conservation reporting to the Washington State Department of Commerce as required by the Energy Independence Act (I-937), in coordination with the Power Resources department.

  • Support the development and administration of program and contractual agreements with customers, contractors, and consultants as necessary for operation of programs and services.

  • Remain current on issues related to energy efficiency technologies, programs, and industry developments.

  • Represent PLC at community events, industry gatherings, and outreach activities as assigned.

  • Support engagement with Key Account customers and assist with tracking key account activities and program participation.

  • Maintain databases and tracking systems related to conservation programs, customer participation, and key account activities.

  • Coordinate with finance, engineering, and other departments to support customer energy efficiency needs and program implementation.

  • Research and track industry trends relevant to customer energy use and efficiency opportunities.

  • Assist with the delivery of services to key account customers as directed.

  • Support community-based renewable energy initiatives and related initiatives.

  • Occasionally serves as back-up for member and public outreach during and after business hours. Assists with marketing and communications initiatives as directed.

  • Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to manage multiple projects and programs simultaneously while ensuring timely completion of work assignments and delivery of required reports by defined timelines.

  • Knowledge of energy efficiency utility programs and demand-side management.

  • Knowledge of electricity from a distribution utility system perspective, including thorough comprehension of engineering/design, delivery and customer service.

  • Knowledge of the interactions of power supply and end-use energy efficiency measures.

  • Knowledge of the sales and delivery process of end-use energy efficiency measures.

  • Knowledge of mathematical concepts with ability to deal with abstract variables and interpret a variety of technical instructions.

  • Demonstrated skill in defining problems, collecting data, establishing facts and drawing valid conclusions. Ability to work independently; strong project management skills.

  • Excellent analytical and problem-solving skills when addressing complex issues. Demonstrated ability to make sound decisions that meet energy efficiency program goals while balancing financial and political considerations with significant impact on PLC customer service needs.

  • Demonstrated skill in working cooperatively with multi-disciplinary staff to develop and implement work plans, accomplish department goals, and manage the work of contractors.

  • Excellent oral and written communication skills with ability to communicate effectively with board members, public groups, and members on complex utility and service issues.

  • Ability to write articles for publication and make effective presentations to diverse audiences.

  • Familiarity with federal and state agencies policy and rulemaking processes.

  • Advanced skill level in the use of computers and relevant software, including report writing, energy analysis and modeling, spreadsheet, database and word processing applications.

  • Ability to effectively prioritize and manage competing responsibilities while maintaining performance under deadlines and workload pressure.

  • Knowledge of retail and in-home marketing of heating and cooling equipment, sales and service.

  • Ability to provide assistance with development of utility marketing of energy services programs.

  • Knowledge of commercial sector contracting services for lighting and HVAC systems, and other energy efficiency measures.

WORKING CONDITIONS / PHYSICAL DEMANDS

Work is primarily performed in an office environment; however, the incumbent may be occasionally exposed to outside weather conditions.

QUALIFICATIONS

  • Minimum of two (2) years of experience required in directly related positions with a utility or other energy efficiency services provider.

  • Bachelor’s degree is preferred with an emphasis in energy management, economics, business, engineering, environmental science or other energy related field.

  • Excellent communication and project management skills required.

  • Must be highly proficient using Microsoft Office Suite.
