Job description

What You'll Do:

The PMO is seeking a dynamic, relationshipdriven Organizational Change Management Delivery Lead and Project Manager to help lead modernization efforts, beginning with the statewide implementation of an electronic Newborn Screening System in collaboration with the ODH Public Health Laboratory and Ohio's birthing hospitals. In this highimpact role, you'll be the trusted point of contact for hospitals across Ohio, guiding them through planning, onboarding, training, and golive. You'll collaborate closely with clinical teams, IT staff, vendors, and ODH Laboratory leadership to streamline workflows, resolve challenges, strengthen readiness, and ensure a smooth transition to the new system. This project will require significant statewide travel and regular reporting to leadership with recommended mitigation strategies.
 

  • Manages assigned health programmatic, implementation, and hybrid program/IT projects and sub-projects that cover all phases of project management.
  • Coordinates implementation planning, workflow analysis, readiness activities, pilot support, implementation scheduling, and post-implementation follow-up as appropriate for assigned projects.
  • Documents implementation risks, workflow issues, stakeholder concerns, and recommended mitigation strategies.
  • Secures stakeholder engagement and collaboration including coordination with external implementation partners, healthcare providers, local agencies, laboratories, vendors, and other organizations participating in assigned implementation projects.
  • Develops project timelines, implementation plans, readiness plans, communication schedules, issue logs, risk logs, and other planning documents.
  • Conducts change impact assessments, including stakeholder identification, impact analyses, workflow assessments, implementation readiness evaluations, and change readiness evaluations.
  • Produces key deliverables such as communication plans, implementation readiness plans, coaching plans, roadshows, training plans, stakeholder engagement plans.
  • Evaluates success through stakeholder experience, implementation readiness, adoption, satisfaction, and project outcome metrics.

Unusual Working Conditions:

Extensive statewide travel which may include frequent onsite implementation support and overnight stays. This is an Exempt position, with a pay range of 15 on the E1 Exempt Pay Range Schedule.

3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); AND 12 mos. exp. in budgeting & calculating cost projections of program/projects. 
-OR successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; AND 12 mos. exp. in budgeting & calculating cost projections of program/projects. 
-Or equivalent of Minimum Class Qualifications for Employment noted above. 
Additional Preferred Qualifications:

  • Certification in change management and/or project management.
  • Experience helping organizations adapt to new processes or systems in hospitals, laboratories, or other healthcare settings (e.g., conducting readiness assessments, workflow impact analysis, stakeholder engagement, communication and learning strategies, coordinating with vendors, and resolving issues during setup and golive).
  • Strong interpersonal and communication skills with the demonstrated ability to build trust, explain changes clearly, gather feedback, document issues, and support training or workflow improvements during implementation.
