Affordable Housing Project Manager - Finance / Accounting (LIHTC)

Are you an experienced affordable housing finance professional with a passion for Low-Income Housing Tax Credit (LIHTC) developments? We are seeking an experienced Affordable Housing Project Manager - Finance / Accounting to lead the financial management, compliance, and accounting functions for new affordable housing developments and acquisitions.

Summary

The Affordable Housing Project Manager - Finance is responsible for overseeing the financial planning, accounting, reporting, and compliance activities for new affordable housing developments, including LIHTC projects, HUD-funded developments, and acquisitions. This position partners closely with Development, Construction, Asset Management, and Executive Leadership to ensure projects are financially sound, compliant, and successfully transitioned into operations. The ideal candidate brings strong experience in LIHTC compliance, 8609 Cost Certifications, HUD audits, construction accounting, financial reporting, and project-based accounting.

Key Responsibilities:
  • Lead the financial management of affordable housing development projects from initial concept through placed-in-service.
  • Review project documentation including Operating Agreements, Loan Agreements, Management Agreements, and project pro formas.
  • Manage construction accounting activities and oversee the transition from construction to permanent operations.
  • Coordinate loan draw requests, capital disbursements, surplus cash calculations, and project funding requirements.
  • Ensure all accounting procedures, internal controls, and reporting systems are established for new developments and acquisitions.
  • Coordinate documentation required for HUD audits and 8609 Tax Credit Cost Certification filings.
Financial Reporting & Analysis
  • Prepare monthly financial statements and supporting financial analyses.
  • Review General Ledger activity, journal entries, account reconciliations, and financial reports for accuracy and compliance.
  • Analyze property financial performance and prepare reports for executive leadership and Board meetings.
  • Maintain compliance with GAAP and all applicable federal, state, and local financial regulations.

  • Ensure compliance with:
    • Low-Income Housing Tax Credit (LIHTC) regulations
    • HUD requirements

    • Federal, state, and local regulations

Required Qualifications

  • Bachelor's degree in Accounting, Finance, or a related field
  • Minimum 6 years of progressive experience in affordable housing finance
  • Extensive experience with:
    • Low-Income Housing Tax Credit (LIHTC) programs
    • 8609 Tax Credit Cost Certification filings
    • HUD audits
    • Construction accounting
    • Financial reporting
    • Budgeting and forecasting
