Job description

What You'll Do:

The Ohio Department of Health is seeking to fill a Senior Financial Analyst position in Office of Financial Affairs that will assist in processing federal revenue and administering fiscal aspects of assigned duties and independently prepare and analyze a variety of financial statements. Key Responsibilities are: 

  • Manage and analyze financial data for federal and state grant programs to ensure accurate budgeting, reporting and fiscal compliance.
  • Prepare, review and reconcile financial statements, accounting records, revenue reports and expenditure reports.
  • Monitor grant budgets and funding sources to ensure expenditures are appropriate, funds are available and financial transactions are accurate. 
  • Prepare financial analysis, identify trends and variances, and recommend solutions to support sound fiscal decision-making. 
  • Review grants awards, contracts, budgets, invoices, and financial documents to ensure compliance with federal, state, and agency regulations.
  • Process and reconcile accounting transactions, including journal entries, revenue deposits, cash management activities, reimbursements and fund transfers.
  • Develop and maintain financial reports and dashboards using business intelligence and financial management systems.
  • Provide fiscal guidance and technical assistance to program staff, grants recipients, and external partners regarding budgeting, grant management, and financial requirements. 
  • Collaborate with program managers, finance professionals, and external agencies to resolve financial issues and ensure effective grant administration. 
  • Research and interpret federal and state regulations, accounting standards and agency policies to ensure compliance and improve financial processes. 
  • Assist with audits, financial monitoring, and the preparation of required federal and state fiscal reports. 
  • Recommend process improvements, update fiscal procedures, and support the development of best practices for financial operations. 
  • Train and support agency staff and grant recipients on financial systems, policies, and grant reporting requirements.
  • Contribute to annual budget planning, financial forecasting, and special fiscal projects. 

Selection Process: 

Positions are filled through a two-part assessment process, which consists of a test and scored structured interview. Applicants in this pool must first pass the test to be eligible for an interview. Selection will be based on the most qualified applicant, using qualifications, experience and education (QEE) and active disciplinary record. Where applicants are substantially equal, seniority shall be the determining factor. 

Position Qualifications: 

Option 1:

  • 42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. 

OR

Option 2 (must meet all bulleted criteria in this option):  

  • Completion of undergraduate core program in business administration, accounting, finance or related field 

  • 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. 

OR 

Option 3 (must meet all bulleted criteria in this option):

  • Completion of graduate core program in business administration, accounting, finance or related field  

  • 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. 

OR

Option 4:

  • 12 mos. exp. as Financial Analyst, 66562. 

OR 

Equivalent of Minimum Class Qualifications for Employment noted above. 

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
