Job Summary:

The Business Analyst / Scrum Master serves as a key liaison between business stakeholders, product owners, technology teams, quality assurance, and project leadership. This role is responsible for eliciting and documenting business needs, translating those needs into clear user stories and acceptance criteria, facilitating Agile ceremonies, supporting backlog refinement, and helping teams deliver high-quality technology solutions that align with organizational goals.


Mission:

The Business Analyst / Scrum Master supports the National Registry's mission by ensuring technology solutions are strategically aligned with organizational priorities and effectively support the delivery of certification, assessment, and stakeholder services. Through collaboration with business stakeholders, product owners, and technical teams, this role translates business needs into high-quality, user-centered solutions that improve operational efficiency, strengthen assessment processes, and enhance the experience of candidates, stakeholders, and staff.

Essential Functions:

  • Partner with business stakeholders, product owners, end users, developers, QA, project managers, and other cross-functional teams to understand business needs and define solution requirements.
  • Elicit, analyze, document, validate business, and maintain business functional, and non-functional requirements, translating them into user stories, acceptance criteria, use cases, process flows, workflow diagrams, and supporting documentation.
  • Facilitate requirements discovery sessions, stakeholder interviews, process reviews, and solution design discussions to identify business needs and improvement opportunities.
  • Support requirements traceability throughout the solution lifecycle, including design, development, testing, implementation, and user acceptance testing, while ensuring documentation remains accurate, current, and aligned with project standards. 
  • Facilitate Agile/Scrum ceremonies, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives to support effective team collaboration and delivery.
  • Partner with the Product Owner and stakeholders to maintain a prioritized product backlog, establish Agile delivery standards, and promote effective planning and execution.
  • Identify, communicate, and help remove delivery risks, impediments. Issues, and dependencies while monitoring sprint progress, delivery metrics, and team performance.  
  • Promote continuous improvement by coaching teams and stakeholders on Agile principles, Scrum practices, collaboration, accountability, and effective participation in software development lifecycle.  
  • Communicate project status, risks, issues, decisions, and dependencies to stakeholders, ensuring transparency and informed decision-making throughout project delivery. 
  • Coordinate with cross-functional teams to support solution delivery, release readiness, implementation planning, training, change communication, and validation that deliver solutions meet documented requirements, quality standards, and business objectives. 

Requirements

Qualifications: 

  • Experience serving as a Business Analyst, Business Systems Analyst, Scrum Master, Agile Analyst, or similar role in an IT or software delivery environment.
  • Experience writing user stories, acceptance criteria, process flows, use cases, or equivalent Agile delivery documentation.
  • Experience facilitating Agile/Scrum ceremonies and supporting iterative software or technology delivery.
  • Familiarity with Agile/Scrum principles, SDLC practices, and common software development workflows.
  • Experience using Agile project management or collaboration tools such as Jira, Azure DevOps, Confluence, Monday.com, Smartsheet, or similar platforms.

  • Demonstrated ability in gathering, documenting, and validating business and functional requirements.
  • Strong communication, facilitation, analytical thinking, conflict resolution, and stakeholder management skills.
  • Ability to translate business needs into actionable work for technical teams.
  • Ability to manage multiple priorities, clarify ambiguity, and maintain progress in a dynamic environment.
  • Ability to problem-solve and think critically.
  • Strong ability to communicate and facilitate meetings internally and externally. 

Other Requirements: 

  • Must be able to successfully work in an office environment. 
  • Must be able to travel approximately 5 nights per year.
