Who are we looking for?   

As GHD continues to expand its support of the U.S. Navy across the Eastern United States, we are seeking an accomplished Program Manager - US Navy Eastern US to join our growing team. In this strategic leadership role, you will partner closely with GHD's Navy East Client Manager to strengthen and expand client and industry relationships, drive proactive engagement initiatives, and oversee the successful delivery of projects supporting Navy missions.

The position will focus primarily on Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic, Southeast, and Washington regions, requiring a strong understanding of Navy priorities, stakeholder engagement, and program delivery. The successful candidate will play a key role in advancing GHD's presence within the Navy market by fostering trusted partnerships, identifying growth opportunities, and ensuring exceptional client service.

This role may be based in locations that support Navy operations throughout the Eastern United States, including, but not limited to, Virginia Beach, Norfolk, or Chantilly, Virginia, as well as Jacksonville, Florida.

Working with an energetic and high-performing team, the Program Manager - US Navy Eastern United States will be responsible for:

  • Ensuring the timely delivery of high-quality project outcomes that meet client expectations.
  • Building and maintaining trusted relationships with Navy leadership and decision-makers.
  • Developing strategic partnerships with large and small businesses, including design-build contractors and professional service providers.
  • Representing GHD at client meetings, industry events, and professional organizations to strengthen brand visibility and market position.
  • Supporting client engagement, business development, and account management activities.

  • Communicating regularly with Navy East Client Manager, Navy Global Program Manager, Navy Client Engagement Team, and GHD Market and Regional leaders
  • Collaborating with design and delivery organization leaders to facilitate high quality project delivery

For success in this position, you will possess the following skills and qualifications:

  • A retired Civil Engineer Corps Officer a plus
  • Bachelor and/or Master's degree from an accredited school in an engineering or related technical field including architecture
  • 10+ years in project management and engagement with US Navy clients
  • Strong ability to cultivate trusted, long-term relationships with NAVFAC leadership, contracting officers, decision makers, and industry partners
  • Excellent written and oral communication skills 
  • Ability and willingness to travel to industry events and client offices as needed

The salary range for this position is $183,870 to $250,150.  The posted salary range represents the expected hiring range for GHD locations in its major city centers. Ranges may vary for positions in other locations. At GHD, base salary is determined by your skills, experience, qualifications and work location. We are committed to offering competitive compensation and adhere to all relevant pay transparency legislation.
