We are seeking a Program Manager within Raytheon Vision System (RVS) Tactical Products, part of our Advanced Products & Solutions (APS) business. This role will work closely with fellow program management staff to define program strategy, vision, and the tactical direction needed for successful execution. The Program Manager (PM) is responsible for all aspects of program delivery, including developing the statement of work, leading proposal and capture activities, establishing a realistic cost and schedule baseline, and executing the program within that plan. This includes leadership of cross‑functional teams, coordination with subcontractors, and regular communication with customers and internal leadership.

Additional responsibilities within the role include preparing Program Management Reviews (PMRs), Estimate at Complete (EACs), as well as coordinating customer Technical Exchange Meetings (TEMs). This position develops and adheres to individual program Annual Operating Plans (AOP), ensuring measurable and predictable bookings and sales. You will be responsible for all cost, schedule, and technical aspects of assigned programs.

The PM cultivates internal and external customer relationships and identifies and solves complex problems. Strong organizational, communication, and listening skills are a must for this position. You will balance customer, Integrated Product Team (IPT) and company needs to maximum value and satisfaction across all stakeholders. The role may span a variety of programs and technologies and will require the ability to collaborate and support multiple Associate Directors and/or Senior PM’s as market segment leads, as well as mentor and develop more junior talent. The immediate vision behind this role is to work with a Senior PM on a large program.

This role is onsite and located in Goleta, California.

What You Will Do:

  • Work as the Program Manager to establish and manage financial baselines, ensuring alignment with program objectives and customer expectations
  • Serve as the central hub to enable the Chief Engineer, Integrated Product Teams (IPTs), and the functional team to execute effectively
  • Support the bidding, proposals and execution to contract requirements, including managing budgets, schedules, and technical performance metrics.
  • Travel domestically for business and customer needs

Qualifications You Must Have:

  • Typically requires a Bachelor’s degree or equivalent experience and minimum 8 years of prior relevant experience or an Advanced degree in a related field and minimum 5 years experience
  • Experience interfacing with internal and external stakeholders, including customers, vendors, and/or cross-functional teams
  • Program management skills including managing cost and schedule, Earned Value Management (EVMS), risk & opportunity, bids, proposals, and/or business strategy

Qualifications We Prefer:

  • Raytheon Program Management Level 5 Certification or ability to obtain in one year
  • Self-starter with the ability to work under minimal supervision
  • Ability to build trust-based relationships with customers and internal teams to foster collaboration and drive program success
  • Strong organizational skills with the ability to manage multiple competing priorities in a fast-paced environment
  • Exceptional interpersonal, leadership, communication, writing, and presentation skills, with the ability to convey complex ideas effectively to audience
  • Knowledge of RVS and EOIRS products and end use
  • Active Secret DoD clearance

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
