Job description

Responsibilities
The Project Management Analyst (NEF) provides senior-level program and project management support to the PMS 339 Navigation, Engineering, and Facilities Division.
This role supports the planning, coordination, analysis, and execution of Navy surface training initiatives, ensuring programs meet cost, schedule, and performance objectives while supporting fleet readiness. The position operates within a collaborative government-contractor team environment supporting training development, trainer modernization, and training system lifecycle management.
Why This Role Matters
As a Project Management Analyst supporting PMS 339, you will directly contribute to the development, modernization, and sustainment of Navy surface training systems used to prepare warfighters across the fleet. Your experience will help ensure training devices, curriculum, and classrooms deliver operationally relevant, mission-ready learning environments that support initiatives like Ready Relevant Learning (RRL) and advanced virtual training solutions. Simply put: your work will help train the Sailors who operate and fight the Navy's most advanced ships and systems.
Program & Project Management
  • Provide senior-level program management support for training development initiatives within the Navigation and Engineering training portfolio.
  • Track and manage project activities to ensure alignment with cost, schedule, and performance benchmarks.
  • Maintain project trackers and Integrated Master Schedules for assigned efforts.
  • Conduct risk identification, analysis, and mitigation planning for training programs.

Requirements Development & Analysis
  • Support development and analysis of training system requirements including Training Requirements Documents (TRDs) and Training System Requirements Analysis (TSRA).
  • Assist with Analysis of Alternatives (AoA) to support training modernization decisions.
  • Support Requirements Analysis Working Groups (RAWGs) and other stakeholder coordination forums.

Training Systems Support
  • Support lifecycle development of:
    • Curriculum and instructional materials
    • Virtual Trainers (VT) and Part Task Trainers (PTT)
    • Performance Support Video content
    • Modernized training classrooms and learning environments.

Stakeholder Coordination
  • Prepare and deliver briefing materials for program leadership, stakeholders, and integrated product teams.
  • Coordinate meetings, working groups, and stakeholder engagements.
  • Support collaboration with:
    • Navy Learning Centers
    • Fleet training stakeholders
    • Program managers and acquisition teams.

Program Analysis & Reporting
  • Develop status reports and program analysis products.
  • Provide regular updates on project progress, risks, and performance metrics.
  • Support strategic planning initiatives and program review activities.

Training Program Integration
  • Support Ready Relevant Learning (RRL) transformation initiatives.
  • Assist with analysis of Career Long Learning Continuum (CLLC) plans.
  • Support integration of training systems within Navy enterprise learning platforms.

Required Qualifications
Bachelor's Degree in any discipline
  • 15+ years of Naval experience
  • 5+ years shipboard experience
  • Secret Security Clearance, or ability to obtain
  • Must be a US citizen

Specialized Experience
  • Navy training systems or training program experience
  • Familiarity with NAVEDTRA training processes and manuals

Desired Qualifications
Preferred Qualifications
  • Advanced Degree in business, engineering, or technical discipline
  • 10+ years shipboard experience
  • Experience with Navy Training Systems
  • Surface Ship operational experience
  • System Operability Verification Test (SOVT) experience

Specialized Experience
  • Surface fleet operations experience

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
Posted Salary Range
USD $58,680.00 - USD $91,755.00 /Yr.
